New Student Finance System:
The Dutch Parlement has passed the new student finance bill. This means that as of 1 September 2015 the student finance system for students in higher professional education (HBO) and university will change.

Secondary vocational education: the basic grant stays
For students in secondary vocational education (MBO) the student finance system will not change: the basic grant will remain. The student travel product will also be available to underage MBO students from 2017 onwards.
HBO and university: the basic grant is abolished
As of 1 September 2015 a new student finance system applies to students in HBO and university. The most important change is the abolition of the basic grant. Instead students can apply for a loan with a maximum of € 1,016.- per month (€ 1.667,- in case of institutional fee). You can decide yoursélf how much loan you need for your living costs and tuition fees.
The amount of € 1,016.- includes a possible supplementary grant. This grant depends on the parental income and has a maximum height of € 378.-. This supplementary grant is converted into a gift if you graduate within 10 years.
The repayment phase will be increased from 15 to 35 years.
Applying:
If you are under the age of 30 and are registered in full-time or dual education, you can apply for student finance. You must be a Dutch national or have the same rights, depending on your residence permit or your nationality. Make sure you apply in good time, preferably 3 months in advance, but at least before the month you want your student finance to start.
Also measures for everyone:
The new student finance is part of a package of measures. There are also a number of rules that apply not only to new students, but to all students with student finance.
Stopping your student finance:
When and how:
You may want to stop your student finance. Because you finished your study, because you earned too much, or because you want to use the grant later on. After you have stopped your student grant, you also have to stop your student travel product.
What to do?:
If you stop your study, you have to deregister at your school or university. Next you have to stop your student grant and student travel product.
Follow these steps:
** Log in to Mijn DUO to stop your student grant.
** Go to ‘Mijn gegevens’ and choose ‘School/Studie’.
** Choose ‘Wijzig’ behind your current education. You can now change your education details.
** Go to a pick-up device to stop your student travel product.
Additional earnings:
Are you still studying, but do you exceed the additional income threshold? Then you have to stop your student finance because of additonal earnings.
Stopping your student travel product:
If you stop your student finance, you also have to stop your student travel product at a pick-up device. Do this at the latest on the 5th working day of the month you stopped your student finance. This way you will prevent running up a debt.
