Estonian Citizen’s Passport :
Estonian citizen’s passport is a travel document issued to a citizen of Estonia by the Republic of Estonia.

By applying for the passport, an applicant is required to give fingerprints (starting from age of 12) that are entered to the applicant’s passport.

** For a person under guardianship
Reminder for user of passport:
As an exception, it is possible to apply for a passport without fingerprint images, if:
** An Estonian citizen’s passport or ID-card has formerly been issued to You and
** You are staying in a foreign country, where there is no foreign representation of the Republic of Estonia, or where it is unproportionately burdensome for You to address a foreign representation of the Republic of Estonia.
When submitting an application for a passport without fingerprint images through an authorized representative, then such representative must hold a corresponding authorization letter in simple written form. Passport without fingerprint images shall be issued with validity period up to one year.
Estonian Citizen’s Passport For An Adult :
The Estonian passport can be applied for in Service Offices and in foreign representations of the Republic of Estonia. If less than 2 years have passed since applying for the previous passport and taking of fingerprints,you can also apply for the passport by post or by e-mail. You can apply as an exception for a passport without fingerprint image valid for one year by post or by e-mail.
Passport can be applied for in expedited procedure in the Service Offices.
If you have not been issued the identity document earlier, then it is not possible to apply for the passport in expedited procedure. It is not possible to apply for a passport without fingerprint images in expedited procedure.
Documents required for applying:
** an application form (possible to fill in on a computer screen; to print out and fill in by own hand). An application form shall be filled up when applying by post and by e-mail. Instructions for filling of an application form;
** an identity document;
** a colour photo by dimensions of 40×50 mm; An application form shall be filled up when applying by post and by e-mail Minimal measurements of a digital colour photo being submitted by e-mail are 600×800 pixels (the format is JPG);
** a document certifying the payment of state fee.
Additional documents:
** if you have moderate, severe or profound disability and favourable conditions of paying the state fee apply to you, please submit the document certifying the disability (for example, medial expert decision, pension certificate);
** if you have changed your personal data (for example, name) in a foreign country and changed personal data are not entered to the Estonian population register, please submit document proving change of personal data (for example, marriage certificate);
** if you have not been issued an identity document of the citizen of Estonia earlier, please submit documents proving the right to the Estonian citizenship;
** if you are applying for the additional passport, please submit an explanatory letter regarding the need for additional passport or other document confirming this (for example, employer’s certification);
** if you apply for a passport without fingerprint images, then, please submit a written explanation or other evidence concerning the reason for the necessity to issue a passport without fingerprint images, together with an explanation of why it is not possible to apply for a passport in ordinary procedure.
Issuance of the passport:
The passport is issued within 30 days (after acceptance of the application for the proceeding) to an applicant in person in the Service Office or in the foreign representation of the Republic of Estonia marked in the application form. Delivery of the passport to a foreign representation may take more time. The passport applied for in expedited order is issued within 2 working days (counting starts from working day following the day of submission of the application) to an applicant in person in Service Offices located in Tallinn only.
By reception of the passport:
** submit a valid passport issued earlier, if it exists;
** the official will compare your fingerprints to those given earlier.
