National Residence Permit :
Entitled Persons:
A third country national specified in the international treaty is eligible for residence permit, if
** he/she stays for the purpose of preserving Hungarian language, or

** preserving cultural, national identity, or
** education excluding state-approved secondary- or higher education, or developing study-related knowledge, or
** except for family reunification in Hungary, wishes to strengthen family relationships by staying regularly, more than 90 days continuously in Hungary and
** has a national visa providing more than 3 months of residence.
Ukrainian, Serbian and Croatian citizens are eligible for submitting applications for national visa and national residence permit.
Third country national:
Not Hungarian citizens and stateless persons except persons with the right of free movement and residence (EEA nationals and accompanying family members of EEA citizens and Hungarian citizens).
Stateless person:
Who is not recognised as a citizen by any states.
National visa:
Visa for extended stay (over three months), under an international treaty, with multiple entry and stay in the territory of Hungary.
Information On Submitting Applications & The Relating Process :
Requirements:
A completed form, the required annexes and the payment of the processing fee.
Please note that when submitting the application to the authority, the applicant is required to appear in person, unless the foreigner is unable to appear due to his/her state of health.
The applications for national visa can be submitted at the Hungarian Embassies in Belgrade or Subotica by Serbian citizens, in Kiev, Uzhgorod and Beregszász by Ukrainian citizens.
The visa application can be submitted in a form free of charge. The Ofiice of Immigration and Nationality makes a decision on the national visa application within 15 days.
There is no right of appeal against the rejection of a national visa application or a decision on revoking a visa.
A person with national visa is entitled for a residence permit issued by the Office of Immigration and Nationality’s regional offices according to the remarks on the visa sticker, without submitting any extra application free of charge. The person entering the country with a national visa is required to appear in person at the responsible regional directorate according to his/her residence for issuing the residence permit in 90 days following the first entry, and no later than 30 days before the national visa expires.
While submitting the application, a photo portrait and, at applicants over 6 years of age, fingerprints will be taken for the issuing of the residence permit which contains biometric data. The applicant is expected to tolerate this procedure.
The responsible regional directorate of the Office of Immigration and Nationality issues the national reidence permit out of turn.
Issuing the national residence permit is free of charge for the first time.
The application for extension of a residence permit with documents attached simultaneously shall be submitted in person at the responsible regional directorate of the Office of Immigration and Nationality at latest 30 days prior to the expiration of the right of residence. At the submission of the application a valid travel document shall be presented. The passport should rermain valid for a further 3 months after the expiry date of the residence permit.
The administrative service fee of the application for extension of a residence permit is HUF 10,000, which shall be paid with revenue stamp by the applicant.
The decision on exceeding the residence permit will be made by the regional directorate within 21 days. The applicant can ask the aliens policing authority to send him/her the residence permit via post or he/she can receive the document personally at the regional directorate.
In case of refusal the applicant can lodge an objection, which can be submitted at the authority that made the first instance decision within 8 days after the communication of the decision. The administrative service fee for appeal is HUF 5,500, which shall be paid with revenue stamp by the applicant.
