Non-Resident Worker’s Identification Card :

To issue, renew, reissue, replace and cancel “Non-resident Worker’s Identification Card” (“Non-resident Worker’s Card” for short) for non-residents who are employed by Macao employers with valid “employment authorization” (“non-resident workers” for short) and non-residents who engage in activities for their own benefits in Macao (“self-employed” for short).

Target Groups and Application Eligibility:
A. Target Groups:
“Non-resident workers”, their employers and the “self-employed”

B. Application Eligibility:
1. Employers possessing valid “employment authorization”;

2. “Non-resident workers” and the “self-employed” meeting the stipulation relevant to the system of entry, stay and residence authorization in Macao (e.g. 1. in possession of a valid passport/travel document/identification document for entry to and departure from Macao; and

3. not in a lawfully restricted status).

Application Approach:
Applicant:
1. Application for “Non-resident Worker’s Card” can be made by any one of the following persons or entities:
(1) Employer;

(3) “Self-employed”;
(4) Legal representative of persons listed in Points (1) and (3).

Documents to be Presented :
I. Professional, non-professional workers and domestic helpers from Mainland China
A. Preliminary Examination

1. The following documents should be submitted to the Subdivision concerned :
(1) A completed application form for “Authorization to Stay for Non-resident Workers” (from Mainland China) (“application form” for short) and 2 copies of it;
(2) 2 recent colour photos of 1.5-inch, full face, no-hat, white-background;

(3) Copy of the written instruction and official notification regarding the “employment authorization”. For the person who employs domestic helper, the following documents are required to submit:

(1) Copy of the joint statement of labour cooperation;
(2) Copy of employer’s valid identification document (the employer’s signature on the copy of his/her identification document is required if he/she is also a non-resident worker or a “Special Stay Permit” holder).

2. The applicant may inquire about the result through the “Inquiry System of Progress of Application for “Authorization to Stay for Non-resident Workers” in the Preliminary and Initial Examination Phases (applicable to non-professional workers and domestic helpers from Mainland China)”, or by presenting the “receipt of application” in person (or through the employer or employment agency) to the Subdivision around 5 working days after the above documents are properly submitted.

If the application is approved, the applicant is required to collect from the Subdivision the preliminarily approved “application form” and the relevant copies, with which he/she can apply to the border control department in the Mainland for a “P.R.C. Permit for Travelling to and from Hong Kong and Macao” (hereafter call “Two-way Exit Permit” for short) and an endorsement for the “non-resident worker”. Then the applicant may proceed to the formal examination procedures.
