Registrations of EU citizens and their family members
** You must register your stay in Finland if you are a citizen of the European Union and your stay in Finland exceeds three months.

Fill in and pay for your application here and visit the Finnish Immigration Service to verify your identity within three months of entering into Finland. For registration purposes, citizens of Liechtenstein and Switzerland are considered EU citizens.
** If you are a citizen of Denmark, Iceland, Norway or Sweden, you don’t need to register. Instead please visit your Local Register Office.
** A family member of an EU citizen that resides in Finland for over three months and is not a citizen of the Union can apply for a residence card of a family member of an EU citizen. The card must be applied for within three months of entering into Finland.
** If you are the family member of a Finnish citizen but you haven’t lived together in another EU country, in most cases you should apply for a residence permit instead.
** Starting in 2017, all residence matters of EU citizens and their family members will be handled by the Finnish Immigration Service.
Registration of an EU citizen’s right of residence in Finland :
This form is for you if you are an EU citizen and wish to stay in Finland longer than three months. For registration purposes also citizens of Liechtenstein and Switzerland are treated as EU citizens. For additional information, please visit the website of the Finnish Immigration Service.
1. Get ready
Check that you have all the necessary attachments and information before you begin :
** a national proof of identity or passport
** in the case of paid employment, a confirmation of the employment relationship or a certificate of employment from the employer
** if you are self-employed, information on your self-employment
** from students, proof of being registered with a Finnish educational institution and having adequate health insurance cover
** from other than employees and self-employed persons, information on means of support is required.
2. Complete the application and select your service point
Complete the application form and attach all the required documents. Select your service point. You must prove your identity at a Migri service point in Finland within three months of submitting your application.
Please take into account that the service points can be very busy. You can book an appointment already before submitting the application using Migri’s appointment system.
3. Pay and submit your application
The fee charged for processing the registration of an EU citizen’s right of residence is 54 euros. The fee charged for certificate of permanent residence is also 54 euros. You can pay the application on the e-service or when you visit the Migri service point.
4. Visit the selected authority to identify yourself
Visit a Migri service point to prove your identity and to present the original versions of any attachments required for the application.
5. Follow the processing of your application
You can follow the processing of your case in the e-service. If further information or documents are required for your case, we will send you a request through the e-service. You will receive a notification when a decision has been made and can be read online.
