What is COMELEC Voter Registration?

Registration refers to the act of accomplishing and filing of a sworn application by a qualified voter before the Election Officer of the city or municipality, where the applicant resides, and including the record in the book of voters upon approval by the Election Registration Board (COMELEC).

Qualifications To Register

For a person to be a qualified applicant for registration, a person must possess all of the following requirements :
** A Filipino citizen, who is not yet a registered voter;
** At least eighteen (18) years of age;
** A resident of the Philippines for at least one (1) year;
** A resident in the place wherein he (or she) proposes to vote for at least six (6) months immediately preceding the Synchronized National, Local and ARMM Regional Elections; and
** Not otherwise disqualified by law.

How To Register For COMELEC Voter ID Card?

Go to the official website of COMELEC, click on the “Voter Registration” tab in main menu

Then Select on the “Application Form – > Regular Forms” link, Application forms will be opened.

Click on “White CEF-1A Application for New Registration” the link Application form will be displayed as a PDF format.

Fill the Application form to voter registration.

Registration Procedures

** A qualified applicant need only to appear personally at the Office of the Election Officer (OEO), the local COMELEC office.
** The applicant’s identity and residence will be verified. (Bring a valid ID with photograph and signature.)
** The applicant’s status of registration will also be verified.
** This may be done using a computer application at the OEO or using the on-line Precinct Finder facility in this Website.
** After a successful verification of the applicant’s identity, he (or she) shall be given three (3) copies of the application forms to fill up.
** A blank Application Form is also available for download from this Website. This form may be downloaded and printed. It may be accomplished before proceeding to the OEO to save on time. However, it should only be signed and thumbmarked before the EO.
** An online version of this is also available to help the applicant in accomplishing the form, eliminating the need for writing on the blank form in three (3) copies. After providing the required information once, the accomplished Application Form may be printed in three (3) copies already.
** The applicant’s biometrics will then be digitally captured using the Voter Registration Machine (VRM) by an authorized VRM Operator.
** An Acknowledgment Receipt will be given to the applicant afterwards.

Documentary Requirements

A person has to establish his/her identity when he (or she) personally appears to file his/her application for registration before the Office of the Election Officer (OEO). The following identification documents are the valid IDs accepted :

Employee’s identification card (ID), with the signature of the employer or authorized representative :
** Postal ID ;
** PWD Discount ID;
** Student’s ID or library card, signed by the school authority;
** Senior Citizen’s ID;
** Driver’s license;
** NBI clearance;
** Passport;
** SSS/GSIS ID;
** Integrated Bar of the Philippine (IBP) ID;
** License issued by the Professional Regulatory Commission (PRC);
** Certificate of Confirmation issued by the National Commission on Indigenous Peoples (NCIP) in case of members of ICCs or IPs; and
** Any other valid ID.

Note :
** In the absence of any of the above-mentioned identification documents, the applicant may be identified under oath by any registered voter of the precinct where he (or she) intends to be registered, or by any of his/her relatives within the fourth civil degree of consanguinity or affinity. No registered voter or relative shall be allowed to identify more than three (3) applicants.

** Community Tax Certificates (cedula) and PNP clearance shall not be honored as valid identification documents for purposes of registration.

** If the applicant fails to establish his/her identity by any of the aforementioned methods/documents, he/she shall not be issued an application form, nor shall his/her pre-accomplished application form be accepted.

COMELEC Voter ID Issuance

** Only registrants whose biometrics (i.e. photograph, fingerprints and signature) have been successfully captured digitally using COMELEC’s Voter’s Registration Machine (VRM) during the filing application may be issued a voter’s ID card.

** The voter ID cannot be printed without the biometrics data. Doing so would defeat the purpose because there will be no way of identifying the person to whom the ID belongs without an image of a face to connect it to.
** Therefore, NO BIOMETRICS, NO ID.

** The voters identification card is being issued to the registered voter pursuant to Section 25 of Republic Act No. 8189. It shall serve as a document for his identification. In case of loss or destruction, no copy thereof may be issued except to the registered voter himself and only upon the authority of the Commission.

** The Voter ID card is a valid ID that is recognized by all government offices and banks for a person’s identification purposes. It is however not a requirement for a person to vote.

    I applied for voter’s ID sometime 2002 or 2003 in Borongan, Eastern Samar. However, until now did not receive by voter’s ID.

    • The status of a person’s registration may be electronically verified in two ways:
      ** Using the National List of Registered Voters (NLRV) and National List of Deactivated Voters (NLDV) at the local COMELEC offices via a computerized application, named Voter Search, which is installed in all Voter Registration Machines (VRMs); or
      ** Using the Precinct Finder facility in this Website;
      ** The Precinct Finder, since the early part of this year, has also been able to provide additional information on the status of Voter ID printing and the location of the polling center, based on data from the 2010 elections.
