Issue Building Permit :
The Development and Building Permits Section of the Technical Affairs Department provides the government entity or the authorized consultant with approval to issue a building permit for government projects, according to the terms of the permit and based on the approved engineering plans.

Offline Instructions :
1. Submit a permit request to the competent municipality.
2. Attach the following documents :
** Authorization from the landlord to a consulting office registered Consulting Offices Committee.
** Copy of title deed and property layout certified by the Real Estate Registration Department.
** Copy of Qatari ID of the authorized person.
** Engineering plans (architectural and services).
** Forms and obligations pertaining to the service providers.
** Allocation letter from the State Properties Department.
** Letter from the Ministry of Endowments and Islamic Affairs (for mosques).

** For Doha Municipality applicants, there is a counter at the Permits Complex.
** The Ministry of Municipality and Environment clarifies on its website the process plan of the service in detail and in the form of a work plan.
** This service requires 3-5 to be completed excluding the time required for the procedures of the service providing entities.
Fees :
No fees are required for this service.
Development and Building permits Section is concerned with the following :
1 – Studying and reviewing land development requests and matching them to the conditional approved planning .
2 – Contributing in the development of designable requirements and drafts for the regulations of buildings.
3 – Reviewing architectural design and construction regard the requests for land development, and estimating of the application of the rules and requirements of the approved building.
4 – Studying applications for the issuance of building permits, maintaining, demolition and issuing certificates of completion of construction
5 – Processing of applications for licensing advertising, public signs and posters, for the purposes of advertising or publicity outreach.
6 – Participating in inspections of land and property in the municipal, and reporting thereon to the competent department of the Ministry.
7 – Carrying out inspection within the limit of the municipality and the delivery of sites for new construction permits.
8 – Designing and implementing limited construction projects of the municipality according to municipal rules and regulations in force.
9 – Addressing and numbering of houses, streets and intersections, squares and public places, in coordination with the competent authorities.
10 – Proposing the annual budget regarding the special projects section in the municipality
