URA Home Office Scheme
Applicable to Home Office registration in a private residential property only

To set up a Home Office in a private residential property, homeowners must meet the Terms & Conditions of the Home Office Scheme. The business must satisfy the Home Office Performance Criteria and does not fall under the List of Businesses not permitted under the scheme.
Who Can Register
Anyone who is the owner, tenant or any authorised occupier of a private residential property and wish to operate a Home Office can register. If you are not the owner, you have to obtain written consent from the owner before you register for the Home Office use.
How To Register
1. Check if you need to register. Businesses that meet the Small Business Guidelines for Setting Up a Small Business at Home can operate at home without any registration.
2. Ensure you have met the Terms & Conditions for Home Office Scheme.
3. Ensure your business complies with the Performance Criteria for Home Office Scheme.
4. Register through the Online Business Licensing Service (OBLS). Depending on your type of property, register through :
** Apply with URA for private homes and HDB Executive Condominiums
** Apply with HDB for HDB flats and living quarters
** You will need a SingPass ID to log in.
** You will need to pay a non-refundable S$20 administration fee by credit card or direct debit from your bank account.
5. Upon successful online registration and payment, you will immediately receive an acknowledgement that the Home Office use is registered. You may wish to print out the acknowledgement for your own records.
Permit Validity
The one-time permit for conducting a small-scale business in a private residential property is valid as long as your home office business is in operation. Since December 2010, you no longer need to renew the permit every 5 years
Prior Approvals & Registrations
Do I need to obtain approval from my Management Corporation (MC) before I apply for Home Office?
You do not need to submit the MC’s approval to URA when applying for Home Office. However, you should check with the MC to ensure that your Home Office use complies with the by-laws for your property development.
Do I need to obtain any approval from other Government agencies?
You must obtain all relevant licences/approvals from Government agencies before starting your business. Search for licences/approvals on the On-line Business Licensing Service (OBLS) website.
You must also comply with Fire Safety and Shelter Bureau (FSSB) requirements on fire safety for Home Offices :
** Install a self-contained smoke detector in the residential unit to cover the office area.
** Install suitable fire extinguishers (water or multi-purpose type) in the residential unit to cover the office area.
** Maintain the residential unit as a fire compartment at all times, i.e. no opening or removal of separating walls to combine multiple units into one. Contact FSSB at Tel – 1800 286-5555 for any clarifications on the fire safety requirements.
Do I need to register my business with the Accounting and Corporate Regulatory Authority (ACRA)?
Yes, your business must be registered with ACRA unless it is exempted from registration under the Business Registration Act.
