Tax Return For Non Resident Taxpayers :
If you are a non-resident taxpayer, you are required to file a tax return in the Netherlands if :
** you have received an invitation to file a return
** you have received a C Form

** you have not received an invitation to file a tax return nor a C Form, but you earned income in or from the Netherlands in 2013 over which you owe more than € 45
You will also need to file a return if you have not received an invitation to file a return or a form for 2013 but expect to pay tax or receive a refund of more than € 14. Also file a tax return in these cases. You can receive a refund for 2013 up to and including 31 December 2018.
How to file a tax-return? :
To file your tax return, you can use the tax-return program 2013 for non-resident taxpayers.
Do you have a DigiD? And did you use your DigiD at least 1 time during the last 3 years? In that case you can use the tax return program 2013 for non-resident taxpayers with DigiD. If you have a taxpartner, you both must have a DigiD.
Please note :
Did you recieve a DigiD code from the SVB? Or do you have no DigiD? In that case you cannot use this program. Please use the tax return program 2013 for non-resident taxpayers with electronic signature (pincode).
Is it not possible for you to file the return in digital form? In that case you must use the C-form.
Please note :
If you lived outside the Netherlands throughout 2013, but have a business in the Netherlands, you can only use the C-form.
Apply for a DigiD :
Do you have Dutch nationality? If so, you can apply for a DigiD (only available in Dutch). Do you have a tax partner? If so, he can apply for a DigiD as well provided that he has Dutch nationality.
You lived in the Netherlands during part of the year :
If you lived in the Netherlands part of the year, you must use an M Form. In that case you cannot file the return in digital form.
You are a government official stationed abroad :
If you are a government official stationed abroad for example, defence personnel and employees of Dutch embassies stationed abroad, the following will apply :
** Do you have a DigiD? If so, you can use the program for resident taxpayers (only available in Dutch)
** If you have no DigiD, you will be notified through the Ministry of Defence or the Ministry of Foreign Affairs. This notification will show you how to download the tax return program for government officials who have been posted abroad. You will need an electronic signature (only available in Dutch) for this program.
Are you unable to file a return in digital form? In that case you order a P-form via Tax Information Line for Non-Resident Tax Issues.
Changing account number :
If your account number is incorrect, you can use the form Opgaaf rekeningnummer Particulieren (only available in Dutch) to submit the correct account number.
