Commercial Business Registration :

Investors and business men can submit their application to exercise commercial business through the Ministry’s new electronic system – Governmental commercial services – which was initiated in 2006 in order facilitates things to the investors and to speed registration process by applying to the directorate of investors services in the Ministry it self or to the directorates (regional directorates).

Directorate of Investors Services (One Stop Shop):
The electronic system of the ministry started its work – governmental commercial services – which aimed to use information technology system to limit all approvals regarding the commercial and industrial record, mining, and all other related services form the governmental sides participating in the one station.

This system was implemented on different stages which contained: The first stage included applying for the service through the Ministry of Commerce and Industry or any of its branches. The second stage: is through procedures finalizing offices. The third stage is through self service, which is being planned and expected to be implemented in 2009 when all applications and approval will be online, so all investors can procure services in any place and time. Applications which are to be submitted in Muscat differs of those are to be submitted in other governorates and geographic regions; where applications submitted in Muscat framework takes a different direction since it is to be shown electronically to all directorates participating in the directorate of investors services (the one station). The one station which is part of the Ministry of Commerce and Industry contains employees from different ministries and official governmental bodies responsible for licenses issuance and approvals to establish any commercial business in Muscat. The above mentioned licenses are increasing to include the rest of participating sides according to the activity to be exercised.

Mechanism of Submitting Applications :

1- The investor can submit the following electronic application to the directorate of investor’s services (the one station) or any of the directorates / regional directorates related to the ministry.
** Applications of trade names booking.
** Applications of commercial record issuance.
** Other applications related to commercial registration e.g. renewal, increasing capital, and sales registration, etc…
** Applications of trade marks registration.
** Applications for commercial agencies registration.
** Applications for getting commercial approvals (importing licenses, marketing offers), etc…
** Industrial licenses applications.
** Mining licenses applications.

2- The new system reflects the simplified procedures by using the international classification system for economic activities and canceling numbers of corporations and companies branches inside the Sultanate as the branches got merged with the head office under one executive order where the branch got the attribute of the origin.

3- Notifying the investor on the status of the submitted application by either e-mail or sms.

4- Transparency and speed in fulfilling formalities.

Procedures:
1- Submitting applications:
The investor can apply for the required commercial services to the directorate of investor’s services next door to the Ministry of Commerce and Industry in Ruwi or to any other directorate / related regional directorates / finalizing procedures offices / lawyer’s offices / accountants.

2- Data entry:
Employees are to input the data using computers through communicating with the investor and the light survey of the required documents.

3- Issuing approvals:
Applications which do not require review, auditing, and notifying the investors of the required fees by sms or e-mail address are approved directly.

Concerning other applications which need approvals or auditing from the certain sides participating in the office, then the investor is to be notified via electronic mail or sms about the application status or the fees to be paid if any.

4- Payment:
The decided fees should be paid through the bank existent in the Ministry’s building in Muscat or by the smart card or other banking credit card

Payment is paid through specialized employees in the directorate or the regional directorates belonging to the Ministry.

5- Typing of certificate:
Required certificate and licenses are paid after payment of fees.

Note:
Any investor can apply to any of the offices belonging to the ministry whether in the main building of the ministry through investors services office or to any of the directorates or the regional directorates buildings in the governorates and other regions in the Sultanate or through procedures finalizing offices / lawyers / accountants / accredited by the ministry, plus completing procedures processing such as fees payment, certificates receipt, and registration licenses.
