Steps to follow to request the service:
Tourism Licenses:
The tourism license will be granted after surveying the office, and after submitting the bank guarantee and paying the RO 200 fees.
Marine Activities:
An initial conditional approval will be granted subject to the approval of the concerned authorities: (Ministry of Transport and Communications, Royal Oman Police, Ministry of Environment and Climatic Affairs, Ministry of Fisheries, and Muscat Municipality). The tourism license will be granted after paying the RO 200 license fees, and submitting a RO 1000 bank guarantee.
Recreation Games:
An initial conditional approval will be granted subject to the approval of the Civil Defense- ROP, and the Municipality of the region. The tourism license will be granted on payment of the RO 200 fees.
Bringing in Arts Bands:

Procedures for replacing a member of the Band:
Approval will be granted after paying RO 20 for every member.
Dealing with foreign companies on marketing or exchanging time-sharing weeks
The provisional approval will be granted after submitting the documents:
A procuration contract duly signed in accordance with the Oman Commercial Agencies Law Sultanate with the hotel or tourism establishment that markets its units according to the time-sharing system.
A note certifies that the hotel or tourism establishment already exists (minimum 5 years of experience in the time-sharing field).
The budget of the previous year approved by the hotel or tourism establishment which the company markets its units.
A note certifies the foreign company license in managing and marketing the time or period of the vacation.
Approval on the CR on the proposed trade name.
A tourism license will be granted on payment of the RO 350 fees, and an RO 50,000 bank guarantee.
License for Tourism Transportation :
a.Land Transportation:
The provisional approval will granted on the condition that there is:
Bureau for running the business.
Approval of ROP.
The buses shall meet these conditions:
15 seats, at least.
Must not be more than 3 years old models.
Must be air-conditioned and equipped with a refrigerator
Buses with over 40 seats must have toilets and kitchens.
Must have fire extinguishers, microphones and speakers, televisions, video and DVD players, a front seat for the tour guide and a first aid kit.
The driver shall be Oman having a driving license- heavy vehicles, and trained on first aids.
The vehicles cruise into deserts, mountainous areas, and valleys must meet the following conditions:
The vehicle must be a 4-wheel drive
Must not be more than 3 years old model
Provided with compass, Global Positioning System (GPS) and mobile phones (GSM).
Provided with a first aid kit.
The driver of the vehicle must have certificates in rugged desert areas driving skills as well as first aid and safety procedures from specialized institutions.
Payment of RO 200 license fees.
b. Marine Transportation:
The provisional approval will granted on the condition that there is:
Approvals from the Ministry of Transport and Communications, ROP, Ministry of Environment and Climatic Affairs and Muscat Municipality.
Tourism ships, yachts, and marine crafts must meet the following conditions:
Crafts must have been registered at the Ministry of Transport and Communications
They have valid marine licenses.
Provided with a life jacket for each passenger in addition to safety and security requirements.
The craft must have a captain, an assistant, and technically qualified crew.
Provided with first aid kits
Consistent with the other terms and conditions of the Ministry of Transport and Communications, ROP, Ministry of Environment and Climate Affairs and Muscat Municipality.
Passengers’ insurance policy.
Payment of RO 200 license fees.
c.Air Transportation:
The provisional approval will granted on the condition that there is:
Approval from the Ministry of Commerce and Industry on business registration
Approval of the Directorate General of Civil Aviation and Meteorology – Ministry of Transport and Communications
RO 10,000 bank guarantee.
RO 200 license fees.
Managing Hotel and Tourism Establishments:
The tourism license will be granted after paying the fees based on the type and grade of classification of the establishment.
Fashion Shows:
The license will be granted after paying the RO 200 fees.
Festivals:
A provisional approval will be granted on the condition that the business will be registered in the CR.
Approvals for Organizing Festivals:
The conditional approval will be granted based on other concerned parties’ approval, and payment of RO 200 license fees.
Lucky Charm Game:
This license is restricted to hotels of 3,4,5 stars
What documents are needed to process:
Tourism Licenses:
The Applicant shall fill in the tourism license application form and attach the following documents:
A copy of the Commercial Registration, a Passport or ID Card
An ROP Clearance Certificate.
A copy of the lease or title of deeds of the land.
A statement in evidence that there is a director with at least 5 years related job experience.
Approval of the CR on the proposed trade name.
Guarantees: RO 1.000 for a tourism office. RO 2.000 for a travel office or tourism and travel office.
Marine Activities:
The applicant shall submit a letter showing the request, the location, and the business. The Tourism license application form should also be filled in, and the following documents are to be attached:
Copy of the Commercial Registration documents.
A copy of the ID card or passport.
An evidence showing that there is a rescue team having experience of maritime rescue and first aid, and the diver must have had the Professional Association Instructors Certificate (PADI)
Recreation Games:
The Applicant shall fill in the tourism license application form and attach the following documents:
Copies of the trade registration documents.
A copy of the ID card or passport of the business’s owner/owners.
A catalogue of proposed Recreations.

A detailed profile of the company running the business, and the resume of the manager.

A copy of the contract between the owner and the managing company.

The Applicant shall fill in the tourism license application form and attach the following documents:
Copies of the trade registration documents.
A copy of the ID card or passport of the business’s owner/owners.
Approvals for Organizing Festivals:
A letter from the organizer of the festival stating the request, the duration of the activity, the location, and the businesses to be organized.
Organizing Recreation Centers:
Filling in the applied form and attaching:
A letter explaining in detail the location where the center will be established.
A copy of the ID card, for each partner, if any.
The ID card or the passport and two photos of the Manager
A copy of the commercial registration and the computer printouts, and the subscription certificate of the chamber of commerce
A copy of the good conduct certificate
A catalogue of the systems in use.
A certificate proves that the equipment and devices meet the safety and security conditions.
Marketing Time- Sharing in Hotel and Tourism Establishments:
Filling in the applied form and attaching:
A copy of the ID card, for each partner, if any.
A copy of the commercial registration and the computer printouts, and the subscription certificate of the chamber of commerce
The total amount budgeted for the use of the unit and the advance payment at signing the contract.
The time schedule of operating the establishment, provided that each term should not be less than a week.
A letter from the owner stating no objection on changing the use of the leased establishment.
A technical report verifying the condition and appropriateness of the building. Four copies of the layouts authenticated by the concerned parties.
Special conditions if any applicable:
The applicant must be of Omani nationality with full legal capacity, in case the establishment is personal, an Omani partnership, or in partnership with foreigners. Be submitted. The GCC states citizens are allowed to establish hotels, tourist restaurants, and travel and tourism offices in accordance with the decisions executing the economical convention between the GCC states.
The applicant should not have been convicted for a felony or misdemeanor affecting honor or dishonesty in the Sultanate unless rehabilitated.
No court decision has been issued to close the applicant’s hotel or tourism establishment for the last three years.
The applicant shall determine the type of business to be licensed.
A copy of the lease contract of the title of deeds and a copy of the Articles of Association.
The manager of the establishment should have at least 5 years experience in the tourism business, with full-time job. A copy of the labor card and passport should be submitted. He should have a work permit from the Immigration Department in Oman.
The approval of the CR on the proposed trade name.
Payment of License Fees (after approval).
Submission of the Bank Guarantee (after approval).
