The service is to institutionalize courtesy, efficiency, and ensure quick or prompt action on certification requested by local treasurers, their assistants and/or other government employees under the Treasurer?s Office of different Local Government Units as supporting document for appointment and / or retirement and travel abroad.

How to Avail of the Service:
STEP 1 :
Customer / Client : Client request Certification of no pending administrative case either by walk – in or letter.
Service Provider (Offices / Units of BLGF) Duration of Activity (Under Normal Circumstances) Division / Person In-Charge
Accepts walk – in clients and refer to action officer. 1 minute Receiving Clerk
If it is a letter request, stamp receive and assign to action officer. 5 minutes Receiving Clerk
Prepare and sign certification. 5 minutes Special Investigator III Asst. Regional Director
Countersign Certification before signature of the Regional Director as noted. 2 minutes Regional Director
Regional Director?s signature. 5 minutes Records Officer
Attach Certificate to application for retirement / request authority to travel abroad / proposed appointment as supporting document for mailing to Central Office 5 minutes

Filing of Complaints/Administrative Case :
The service is a determination of whether a Prima Facie Evidence exists against the erring officials complained of and the eventual issuance of Formal Charge as the case maybe, which seeks to institutionalize efficiency, and ensures quick or prompt action on complaints received from the public.
Any government official/employee, private person or organization may file a complaint against erring Local Treasurers and their Assistants.
** Have observed or witnessed irregularities in the performance of the Local Treasurers and their Assistants? duties and functions.
** Have general knowledge of any undesirable acts/activities of said officials.
Requirements:
** Written complaint and signed by the complainant.
** Adequate information and other documentary facts and pieces of evidence that will support the complaint.
Process in filling – up of Vacant Local Treasurer Position :
All qualified recomendees to the position of Provincial / City / Municipal Treasurers and Assistants who meets the minimum requirements under RA 7160.
What are the Documentary Requirements:
** Nomination/Recommendation Letter by the LCE – stating three (3) eligible recommendees and his preference
** Personal Data Sheet (CSC Form 212)
** Position Description Form (BC-CSC Form 1)
** Latest Appointment of the recommendee
** Diploma or Transcript of Records
** Certification of Training/s completed
** Performance Ratings for the last two [2] rating periods prior to the effectivity date of appointment which should be at least Very Satis-factory [CSC MC No. 38 s. 1993]
** Report of Civil Service [CSC] Ratings or its equivalent
** Certification of Residency by the Barangay Chairman or the LCE
** Certification by the Local Accountant on the availability of funds for the position to be filled-up
** Certification by the LCE that the recommendee is not related to him/her within the fourth civil degree of consanguinity or affinity
** Copy of Publication of the vacant position
** Certification of the BLGF Regional Director/Provincial Treasurer that there is no pending administrative case/complaint on record filed against the proposed appointee.
** Other documents that may be required.

My father is claiming his GSIS retirement benefits but their is one problem there is a pending administrative case against him (admin case no.RN99041528A) but either NAPOLCOM or PNP HQ in camp crame can't issue document regarding the case,they keep saying they don't have my fathers record. Hope I get some advice on what to do.
