What is the Social Amelioration Program?
The Social Amelioration Program (SAP) is a production scheme instituted in the sugar industry by virtue of Republic Act No. 6982, signed into law on May 1, 1991, from a consolidation of Senate Bill No. 1441 and House Bill No. 32359, aimed to
** Augment the income of sugar workers;
** To finance socio-economic programs to develop the livelihood and employment opportunities of the sugar workers; and
** To promote the welfare of sugar workers.
Who are covered by the Social Amelioration Program?
Pursuant to Rule II, Section 1 and 2 of the Implementing Rules and Regulations of RA 6982, the following are covered by the program :
** Employers Covered – all millers except non-integrated refineries, and all sugar planters, affiliated or not.
** Employees/Workers Covered – all mill and field or plantation workers, migratory workers or sacadas employed by the planters, the employees of planters association/cooperatives and employees of national organization of sugar producers, except those working in non-integrated refineries.
How frequent is the distribution of the Social Amelioration Program Cash Bonus?
The cash bonus shall be distributed directly to mill and field workers not more than twice, in June and December of the fiscal year following the crop year, or at the period usually practiced in the mill district and upon approval of the DOLE-Regional Director.
How do the mill and field workers get their Social Amelioration Program Cash Bonus?
1. For workers of Affiliated Planters (members of Planters Associations) :
** The CBF is distributed by the planters or through their authorized representatives within 30 days from the date of turnover by the Planters Association (PA) to the member planter to the workers.
2. For workers of Unaffiliated Planters (independent or free planters, nor member of a PA) :
** The CBF is distributed by the planters or through their authorized representatives within 30 days from the date of turnover by the Mill of the planters.
3. For Mill Workers :
** The CBF is distributed directly by mill management to the covered mill workers within 30 days from the date of approval of the DOLE-Regional Director of the mills written notice to distribute.
