How To Apply For Ozone Depleting Substances Permit in Brunei?
This service is provided by Department of Environment, Parks and Recreation under the Ministry of Development, The import and export of Ozone Depleting Substances (ODS) is regulated under the Customs Order 2006, which designates that only the importer/exporter, registered under the Department of Environment, Parks and Recreation (DEPR) and has an approved Application Permit (AP) issued by DEPR is allowed to import / export ODS in accordance with the quantity specified in the AP.

General Prerequisite / Criteria
Must register as supplier / importer / exporter of controlled substances with the Department of Environment, Parks and Recreation.
Online Prerequisite/ Criteria:
** Register to the Brunei Darussalam National Single Window (BDNSW), www.bdnsw.gov.bn to get User Name and Password (Recommend to use Google Chrome).
** Attend the training course provided by the Royal Custom and Excise Department on the use of Brunei Darussalam National Single Window online system
How To Use The Service?
Non-online procedure applies whenever the BDNSW system is down.
Step-1:
** Go to www.env.gov.bn
** Click on the Thumbnail Icon Permit For Import/Export Ozone Depleting Substances
** Download Application form to import controlled substance under the Montreal Protocol
** Print the application form
** Fill in the application form completely
** Attach the neccesary and applicable documents as stipulated on the application form
Submit the completed form to :

Wait for reply from the Department of Environment, Parks and Recreation
Online Procedure:
Procedures will be based on the module of the training course provided by the Royal Custom and Excise Department on the use of BDNSW System.
Documents For Relevant Procedures
Registration:
Any companies who wish to supply/import/export substances controlled under the Department must be registered with DEPR first. There are two (2) application forms for different categories of substances:
** For substances categorized as Ozone Depleting Substances (ODS) and its alternatives like Hydrofluorocarbons (HFCs)
** For substances categorized as low-GWP (flammable) refrigerants
Prior To Issuance of Permit:
Prior to each shipment, a registered importer and exporter are required to submit the Pre-Application Form.
After Issuance of Permit:
All importers are required to submit the following documents based on their previous permits to DEPR for every new application of import permit:
** Summary of Importing and Reporting Information; and
** Summary of Distribution
Selling and Purchase of Refrigerants:
Before the refrigerant cylinders are distributed to the market, importers are required to inform and submit the Details of Shipment Form to DEPR for inspection.
