1 Q: Who is eligible to register as an elector?
A: Malaysian citizen aged 21 years and above, resides in the constituency and not disqualified by law.

2 Q: Why do you need to register?
A: You need to register as elector to ensure your right to vote in an election and exercise your responsibility as a citizen. Registration as an elector is the right of all citizens under Article 119 of the Federal Constitution.
3 Q: What is the method of registration and how do I register?
A: i) Registration at static counters at the EC Headquarters in Putrajaya, State Election Offices or at the Computerised Post Offices. Applicants must complete Form A based on the information stated in the identity card, receipt JPN KPPK 9 or JPN KPPK 11 which has been certified by the NRD.
ii) Registration at mobile stations such as during the EC Out-Reach Programmes and through Assistant Registrars (political parties) or Assistant Registrars (government agencies) appointed by the EC. Applicants must complete Form A based on the information stated in the identity card, receipt JPN KPPK 9 or JPN KPPK 11 which has been certified by the NRD.

6 Q: Can the system accommodate a person with a long name?
A: An elector’s name is entered into the system based on what appears in his identity card subject to maximum of 60 characters (letters).
7 Q: Can I register at the post office with a JPN KPPK 9 receipt or JPN KPPK 11 receipt?
A: YES, with the condition that if JPN KPPK 11 receipt is used to register, it must be certified by the NRD. However, if JPN KPPK 9 receipt is used to register, it need not be certified by NRD.
8 Q: Is it possible for the spouse of armed forces personnel to choose and register as an ordinary elector?
A: Yes, the spouse of a military personnel can choose to register as an ordinary elector or apply to become an absent voter under the Elections (Registration of Electors) Regulations 2002
9 Q: Is it possible for the spouse of a police officer to register as a postal voter (absent voter)
A: The spouse of a member of the Royal Malaysian Police cannot register as an absent voter. However, spouses of members of the General Operations Force can register as absent voters and vote during advance voting.
10 Q: Can a citizen use his identity card with the eight-digit numbers to register as an elector?
A: Yes, the present regulations allow a citizen with the eight-digit identity card to register as an elector.
11 Q: Can a citizen use his birth certificate to register as an elector?
A: No, a birth certificate cannot be used to register as an elector.
12 Q: Can a person register another person on his behalf?
A: No, according to Elections (Registration of Electors) Regulations 2002, an eligible citizen must appear in person to register as an elector.
13 Q: Why has the EC not implemented the automatic voter registration system?
A: Under the current voter registration system, the Election Commission (EC) registers an elector based on his residential address as stated in his Identity Card and further confirmed on-line with the Agency Link-up System (ALiS) of the National Registration Department (NRD).
This registration method allows a voter to vote in an area according to his address in his Identity Card. Thus, on polling day, electors themselves know where they should vote.
Automatic voter registration system will cause inconvenience to registered electors who have not changed or updated their address in the Identity Card if they had moved to other places.
The NRD database will show an elector as residing in a particular address when in fact he has moved but has not updated his address in the NRD database. The elector’s name would appear in a constituency based on his address in the NRD database. It will be an inconvenience for the elector if on polling day he finds his polling centre is far from his current place of residence.
14 Q: Why has the EC not implemented on-line voter registration system through the EC’s website?
A: EC has not implemented on-line voter registration system because the year-round registration system implemented in accordance with the Elections (Registration of Electors) Regulations 2002 prescribes that an eligible citizen who wants to register as an elector must appear in person at the registration counter established by the EC throughout the country. With on-line registration, fraud and impersonation could occur where some people may submit applications for registration on behalf of others.
15 Q: How long is the confirmation for new voter registered and exchange of polling center address?
A: Application for registration as a new elector or for change of polling centre arising from a change in the place of residence begins when a citizen who is eligible under Article 119 (12) of the Federal Constitution submits a completed Form A to the EC.
The particulars of each applicant will be entered into the EC database. After each quarter (1st qtr: January to March; 2nd qtr.: April to June; 3rd qtr.: July to September; 4th qtr.: October to December), the Draft Supplementary Electoral Roll (list of all applicants) for that quarter will be on display for a period of 2 weeks for claims and objections.
The Registrar from each state will then certify the Rolls to the Chief Registrar at the EC Headquarters who will then forward the Supplementary Electoral Roll for that quarter to the EC for confirmation and gazetting. Applicants involved in claims and objections will have their names included in the Supplementary Electoral Roll after the cases are heard and resolved, a process that may take another month.
