Obtaining Liberia Driver’s License
An applicant for driver’s license is required to satisfy the following procedures in order to qualify to obtain a valid operator’s license as listed below:
** Obtain a Police Clearance from the Liberia National Police Headquarters Testing and Evaluation Center;

** Proceed to the Ministry of Transport to collect Invoice/Bill Payment for the category of license;
** Proceed to the Ministry of Finance and Development Planning Central Bank Annex to make payment;
** Proceed to the Ministry of Transport for payment receipt validation;
** Fill in a data Form;
** Receive a license number from the Numbering Clerk;
** Sit for safety interview by Ministry of Transport Interviewers;
** Driver’s License Form is signed by the Director or Deputy Director of Driver’s License and approved by the Deputy or Assistant Minister for Land & Rail
** Receive issuance and expiration dates from Data Processing Clerk;
** Proceed to the Production Room to have the photo taken;
** Receive processed License Card from the Dispatcher;
NB: all service members of UNMIL as well as members of the diplomatic and consular corps wishing to obtain Liberia driver’s license must go through the ministry of foreign affairs for an official communication addressed to the minister of transport requesting the issuance.
All United Nations staff members are requested to obtain from the chief of mission a written communication addressed to the minister of transport requesting said license.
How do I Obtain a Plate:
Motor Vehicle Work Flow
1. Director:
OK Documents and Assign Numbers
2. Billers:
Assess, Appraise and Bill using numbers assigned by the Director (Payment is done at the Bank at Finance Ministry)
3. Validation:
Validates payment receipts
4. Record / Numbering:
Enters vehicle specifications, payment records and plate numbers assigned into ledgers
5. Data Entry (Computer Section):
Produces Vehicle Title Certificates
6. Supervisor :
Reviews documents and payment receipts
7. Director:
Signs finished title certificates
8. Minister:
Signs finished title certificates
9. Database:
Stores vehicle specifications, owner data, payment information and plates assignment records electronically and generate log for plates and or stickers distribution
10. Supply / Dispatch:
Dispatch title documents along with license plates and or sticker to title applicants
