Upon the initiative of the Ministry of Justice of Georgia, new ID cards have been issued in Georgia since 1 August 2011.

ID card is a main document certifying the citizenship and identity of a person.
A new ID card is the highest technology and counterfeit-protected identity document. It has an embedded microchip which apart from address contains the same personal information as legible on the old ID card.
Issuance Of Id Card Of Georgian Citizen:
A citizen of Georgia, who has turned 14 years old, shall, within a period of six months, take an ID card. This requirement does not extend to Georgian citizens living abroad.
To obtain a new ID card, please apply to a corresponding branch of the Public Service Development Agency or Public Service Hall. If along with obtaining an ID card you need to be registered at your living address, please apply to that territorial branch of the Public Service Development Agency or Public Service Hall which serves the area of your domicile.

Documents Required To Obtain Id Card :
To obtain an ID card for the first time, a citizen must submit:
** Birth certificate
** Two photos (photo can be taken at branches of the Public Service Development Agency or Public Service Hall. Price 3 GEL)
** Basis of registration (persons under 16 years of age are registered together with parents, guardians, carers or other legal representatives. In such a case, a basis of registration is not required)
Replacement Of Id Card :
To obtain an ID card, you must submit:
** Two photos (photo can be taken at branches of the Public Service Development Agency or Public Service Hall. Price 3 GEL)
** ID card which is to be replaced (except when ID card has been lost)
** In case of changing personal data, document certifying the change (of name, surname, et cetera)
Grounds Of Replacement Of Id Card :
** Change of domicile (except when a person holds a new ID (residence) card)
** Expiry of validity term
** Change of name or surname
** Inaccuracy in the data
** Worthless for use (because of being worn out, damaged or lost)
Benefits:
The following categories are exempt from ID card fees:
** Members of socially vulnerable families with rating score up to 70,001 units
** Participants in World War II
** Georgian citizens invalided in the fight for territorial integrity of Georgia
** Persons who have been granted Georgian citizenship by President of Georgia
** Students of authorized higher educational institutions, whose status can be verified by the database of the Agency, enjoy a 10 GEL benefit
** Students, who have already enjoyed a 10 GEL benefit but want to obtain a document anew, enjoy a 3 GEL benefit.
Grounds Of Cancellation Of Id Card:
ID card will be cancelled:
** Within a year after expiry of the term of issuance of ID card, if during this period of time ID card has not been taken out by its holder;
** If the Agency learns about a ground of replacement of ID card (expiry of validity term; change of name/surname; damage of ID card; or inaccuracy in data);
** If after the issuance of ID card it transpired that a person submitted a forged document;
** In case of death, cancellation of citizenship;
** If data has been changed in case of child adoption;
** If data has been changed in case of establishing paternity.

Online Identification Of A Person:
Today, increasingly more organizations render their services online. To provide e-service, a customer’s identity must be established. For example, if previously you had to arrive at a certain place and show your ID card in order to establish an organization, a new ID card allows you to do the same without leaving home and spending extra time and energy. Additional data on your ID card (key and certificate) enables a citizen to safely and reliably identify himself/herself online. This mechanism is much safer than a usual username/password authorization.
Digital Signature:
Digital signature is electronically created data (information about a person’s identity), which is logically linked to other electronic information (electronic document) and is aimed at establishing the identity of a creator of this document (a person expressing the will). Similarly to a handwritten signature, digital signature is used to identify an author of electronic document.
Digital signature can be used in all those services that require confirmation of expression of will of a person, in particular, when signing agreements, submitting various tax forms and in many other cases.
