Import Permits Application :

All goods and items entering PNG are subject to quarantine inspection. Inspections are carried out at the Airport, Seaport and International mail exchange to ensure that items are free of pest and disease infestations and contaminants.

Importation of animal and animal products, plant and plant products and biological products (micro-organisms) require an appropriate import permit from relevant organisations and NAQIA prior to import. Application forms for the permission to import food stuff of plant or animal origin, live plants and animals and biological products (micro-organisms) can be obtained from your closest NAQIA office in the country.

Appropriate application for permission to import must be lodged at the NAQIA Permit Office for screening and approval. Upon approval, permits are issued for importation of the goods. Presentation of original permit is required for quarantine clearance of goods.

Import of biological (micro-organisms) and or biological control agents require an approval to be sought from the Chief Conservator of Fauna, Department of Environment and Conservation and a valid import permit from NAQIA. (PLANTS)

These permits are samples and cannot to be used. Original permits must be obtained from the NAQIA Offices to be processed.

All imports of plant or animal products requires an import permit. Application forms for for Permission to Import can be obtained from any NAQIA office around PNG, but are processed at the NAQIA Headquarters in Port Moresby .

All imports of plant or animal origin must comply with the Import Conditions set by NAQIA. These conditions can be found on the website (Animal Quarantine Circulars and Plant Quarantine Circulars). All imports must comply with the General Animal and Plant Conditions (AQC1 and AQC2) as well as the specific conditions for the commodity.

Below is a summary of which commodities and countries are covered by specific conditions:

New Imports:
If an importer would like to import an item that does not have established import conditions, the importer will have to first seek permission from NAQIA to import, and apply to have an Import Risk Analysis done on that commodity.

Normal Permits and Fast Track Permits:
A Normal Permit is considered a permit that is applied for well in advance (no more less than 1 week before the estimated time of arrival of the consignment). The Fast Track Permit is applied for when the goods are arriving within 1 week of the estimated time of arrival or have already landed, without an approved import permit. The Fast Track fees are a penalty fee for not complying with AQC/PQC1. The fee is 50% of the permit fee and clearance costs (including inspection fees). Clients are r

urged to apply for permits well in advance; as is stated in the general import conditions for plants and animals (PQC1 and AQC1).

Cargo inspection and clearance:
All containers, loose cargo, machinery, second hand vehicles, etc, are inspected for pests or vectors of pests and diseases of quarantine concern.

Once a consignment has passed Quarantine inspection, it will be released to the importer.

  • Hi I am interesed to Import maize or corn hybrid and soy bean seeds from the State of Nabraska, US please reconfirm process and advise of post-entry quarantine is required to clear the entry of these materials for field trials here in the Morober
