What:
Start-up support can be granted for hiring the first employee(s).
The public support granted through the partly EU-funded Rural Development Programme for Mainland Finland 2007–2013 is formed by the funding portions of the European Agricultural Fund for Rural Development and the state.
The support cannot be granted for agricultural and fishing industry operations or for first-stage processing of forestry products.

The support can be granted in agricultural areas to:
1. microbusinesses for initiating or expanding their operations
2. agricultural businesses for beginning or expanding business operations outside agriculture
Microbusiness:
An agricultural company is a business that engages in agricultural activities on a farm.
Terms and criteria:
The start-up support for companies is a discretionary benefit. The requirements for receiving it include that the company has the prerequisites for profitable business and there is sufficient market demand for the product. In addition, the support must not distort the competitive situation.
A plan and cost estimate of the measure to be implemented must be appended to the support application (a business plan and job descriptions of the people to be hired). The start-up support can be granted for 50% of those salary costs of a first external employee that are eligible for support, for a period of no more than two years.
The support can also be granted for hiring two employees for one year or four employees for six months. The support must be applied for before initiating the measures in question or hiring an employee (for example, an order agreement must not be made before proceedings regarding the application are instituted).
The support can be applied for from the relevant ELY Centre or Leader Action Group, with whose recommendation the support can be granted to a maximum amount of €150,000 (incl. the municipal funding portion). The decision regarding funding will be made by the ELY Centre.

It is recommended that the planned measure is negotiated with the ELY centre expert in charge of business funding or that the Leader Action Group is contacted. When preparing a business plan and planning a measure, it is possible to utilise advisory free-of-charge and/or paid services for agricultural companies. Additional information about the advisory services is provided by the ELY Centre.
The application and its appendices must be delivered to a competent ELY Centre or the Leader Action Group within the area where the measure is intended to be implemented. The application is continuous.
