Licencing of Customs Agents :
Based on Decision No 205, dated 13.4.1999 of Council of Ministers “On Implementing Provisions of Customs Code”, amended by DCM No 274, dated 13.04.2010 is established the Procedure Directorate, Payment Control and Customs Guarantees.
This directorate administrates the customs procedures and issuing of authorizations about them and for customs agents. Such a directorate in compliance with the provisions in force:
** administrates the documentation for movement of goods and luggages within the customs territory of Republic of Albania, summary declarations, documentations of temporary warehouses of goods and customs declaration;
** administrates the documentation for international tourism, procedures of releasing for free circulation and export, transit procedures, inward and outward processing, temporary admission, customs warehouse procedures, free zones and free warehouses;
** administrates the documentation for furnishing warehouses and “Duty Free Shops”, furnishing and equipment for use in the board of means of transport, for restriction and prohibition in import and export of goods with fito-sanitary character;
** administrates the rules and the procedures of issuing a guarantee, of monitoring and their release;
** checks and monitors all the payments in the system, preparation of procedures for payment crediting and their check with the banks and the treasure;
** prepares monthly periodic reports (one month) for the debts and credits inherited due to the customs activities;
** issues the necessary instructions for the users relating to the systems of data, of forms, of registers and their respective blocks, needed in relation to the customs procedures.
Required Accompanying Documents
The main specific documentation necessary for issuing a license:
** Identification card (copy).
** Diploma (notarized copy).
** Court, prosecution office certificate.
** Criminal record;
** Shall pass the test organized by GDC.
Procedure Steps:
** After the dates of testing are determined, two times in a year, notification is made in media;
** Lodging of the request with the necessary documentation to participate in the test for agents;
** After checking the test results, there are examined the documentation for the winners;
** The agent is registered in the system by determining the customs house;
** Notification of agencies related to the license approvement.

Customs warehousing :
Temporary storage of goods means the status of goods, from the moment of presentation to customs, up to the time of the assignment of a customs destination for them. These goods must be accompanied by a summary declaration that must be filed within the due deadlines.
The customs warehousing procedure permits storage in a customs warehouse: non-Albanian goods, without being subject to import duties or commercial policy measures; and Albanian goods where the provisions in force governing specific areas provide that their placement in customs warehouses requires the application of measures normally related to the export of such goods.
