Quebec Parental Insurance Plan :

In force since January 1, 2006, the Québec Parental Insurance Plan (QPIP) is an effective means for workers to better reconcile work and family responsibilities. It is designed to support new parents, encourage them in their desire to have children and support them as they devote more time to their children in their first months.

The QPIP is set up to pay benefits to all eligible workers – salaried and/or self-employed – taking maternity leave, paternity leave, parental leave or adoption leave.

It replaces the maternity, parental or adoption benefits previously provided to Québec parents under the federal employment insurance plan.

The QPIP is an income replacement plan: to be eligible, you must have received work income.

Features:
The Québec Parental Insurance Plan (QPIP) is generous, flexible, accessible and provides benefits specifically for the father.

Generous:
The maximum insurable earnings considered when calculating benefits are $69,000 in 2014 and $70,000 in 2015. This income is adjusted on January 1 of each year at the rate set by the Commission de la santé et de la sécurité du travail (CSST).

Flexible:
You can choose between QPIP’s two options: the basic plan and the special plan. They differ in the duration of leave and the percentage of income replaced.

You can therefore receive lower benefits for a longer period or higher benefits for a shorter period.

Benefits are payable as of the first day of eligibility for them.

Accessible:
Salaried workers and self-employed workers may be eligible for the QPIP.
Farmers with a salaried job on or away from the farm and who have shares in the farming business may be eligible for the QPIP.
The minimum insurable earnings considered when calculating the benefits is $2,000, regardless of the number of hours worked.

Benefits specifically for the father:
Paternity benefits are available exclusively for the newborn’s biological father.

Premiums and Maximum Insurable Earnings:
The following people pay premiums into the Québec Parental Insurance Plan (QPIP):
** Wage earners
** Self-employed workers
** Employers

Revenu Québec is in charge of collecting QPIP premiums.

The maximum insurable earnings considered when calculating benefits are $69,000 in 2014 and $70,000 in 2015. This income is adjusted on January 1 of each year at the rate set by the Commission de la santé et de la sécurité du travail (CSST).

Since January 1, 2006, under a Canada-Québec agreement, Québec employment insurance contributors receive a reduction in their employment insurance premiums, because Québec now has its own maternity, paternity, parental, and adoption benefit plan. The federal government determines the reduction rate. For 2015, the reduction rate is 0.34% of insurable earnings for wage earners. For employers, it is equivalent to 1.4 times the wage earners’ rate of reduction. As for self-employed workers, those who choose to participate in the sickness and compassionate care measure of the Employment Insurance program receive a reduction of 0.34% of their insurable earnings.
