The Identity Management Office (IDMO) is the Registration Authority for electronic identity, with regards to eID Cards of Maltese Citizens and eID (virtual) accounts in the case of all citizens.

With regards to the latter, the Office also processes applications submitted by organisations. Other functions include the provision of support to third parties intending to launch related initiatives.
Applications:
The new identity cards Front Office for Maltese Citizens is located at Gattard House, National Road, Blata l-Bajda and at 28A, St Francis Square, in Rabat (Gozo).
Applications will be received only from citizens who have valid reasons for applying, namely:
** First time applicants (i.e. persons who are not in possession of an identity card);
** Citizens requesting any changes to personal and/or address details contained within their identity card;
** Citizens wishing to use their identity card as a travel document (to travel abroad) and whose validity date (printed at the back of the identity card) has exceeded;
** Citizens whose identity card has expired because they turned 16 or 18;
** Citizens who declare that their identity card has been lost or stolen;
** Citizens residing in localities in which the mass renewal exercise has already been completed.
In all other cases, requests to renew one’s Identity Card will not be accepted. It has to be pointed out that, as per terms of Legal Notice 340 of 2013, the validity of all expired Identity Cards has been extended up to 31 December 2015. It is the Identity Management Office’s intention to replace all previous versions of the identity card by such time in a gradual manner and through a mass renewal exercise which is being carried out in each locality. Such exercise is presently being carried outand is expected to be completed by the end of 2015.
In view of the fact that the identity documents now contain electronic features (the reason why it is called an eIdentity Card), the new card is not being issued at the same time of application.
This will be distributed to each citizen directly at their residence by a Maltapost Official. In order for the citizen to receive his/her new Identity Card, it is important that s/he hands over the card which is in his/her possession. In the case that his/her card has been declared as lost/stolen s/he will need to hand over the pink Form (ID 9) issued to him/her by the Department.
Requirements
First time applicants must present:
** The Form ID 10 (duly filled in).
** A valid identification document (egs. a passport or a driving licence), issued by an official source, which must include a recent photo and personal details of the applicant. In case the applicant is not in a position to provide an identification document, he/she must fill in and present Section D of Form ID 10 (the Witness Form). This Section shall include a declaration by a witness attesting to the identity of the applicant and shall include a photo endorsed by the same witness.
** A confirmation letter or certificate issued by the Department for Citizenship and Expatriate Affairs Department as proof of the applicant’s Maltese Citizenship. Such proof is NOT required in the following cases:
** Applicants born in Malta from parents in wedlock and at that time their father was a Maltese citizen.
** Applicants born in Malta or abroad after 1 August 1989 to a Maltese Nationality mother.
** Applicants adopted in Malta at an age less than 10 years.
** Applicants born in Malta of foreign parents between 10 February 1981 and 1 August 1989 (applicable only if the parents were NOT diplomats).
** Applicants born in Malta, emigrated and acquired foreign citizenship after 10 February 2000.
** Their passport (if available).
** Their previous version of identity card (applicable only in cases where the applicant has acquired Maltese citizenship and formerly held an Identity Card bearing an ‘A’ number).
Citizens requesting any changes to personal and/or address details contained within their identity card must present:
** The Form ID 10 (duly filled in).
** Their identity card.
Citizens wishing to use their identity card as a travel document must present:
** The Form ID 10 (duly filled in).
** Their identity card.
** Their airline ticket.
Citizens who declare that their identity card has been lost or stolen must present:
** The Form ID 10 (duly filled in).
** A police report which must indicate the citizens’ identity card number.
** A valid identification document, issued by an official source, which must include a recent photo and personal details of the applicant. In case the applicant is not in a position to provide an identification document, he/she must fill in and present Section D of the Form ID 10 (the Witness Form). This form shall include a declaration by a witness attesting to the identity of the applicant and shall include a photo endorsed by the same witness.
