Application to operate a new Public Service Garage permit :
To operate a “Vehicle Rental and Leasing Services” for the hiring and leasing of motor vehicles.

Important Notice:
Specifications of Passenger Carrying Vehicles to be Registered and Licensed under a Public Service Garage Licence.
** The vehicles must be new*;
** The vehicles must be right hand drive*;
** Chauffeur Driven vehicles can be of any colour, except white*;
** The maximum seating capacity is eight passengers in addition to the driver;
** The vehicle can be propelled by a petrol, diesel or LPG engine or by an electric motor;
** Classic, Vintage and Veteran vehicles may only be hired out specifically for special occasions, including weddings.
* This does not apply to Limousines and classic, vintage and veteran vehicles certified authentic by the Vintage Vehicle Classification Committee.
General Information::
Vehicles Rental and Leasing Services are regulated to ensure a suitable business establishment and that the vehicles available for hire are well maintained and kept roadworthy through their lifetime in service, and to ensure that the lessee is provided with a hiring contract and a vehicle as regulated under the Maltese regulations.
Vehicle Rental and Leasing Services Regulations. 2009
Vehicles that can be licensed under the Vehicle Rental Service permit are:
** Passenger vehicles
** Goods vehicles
** Motor Cycles
Information for submission of an application:
Applications for authorisation to operate a public service garage:
** Natural person
** Partnership
** Cooperative society
** Company
Completed applications together with a fee of €20 are to be submitted online and accompanied by the following documents:
1. Police Conduct Certificate
2. Scanned Copy of Identification document (ID card /Passport)
3. Approved MEPA permit together with approved site plan for public service garage
4. Compliance Certificate from MEPA
5. Copy of VAT registration certificate.
6. Yearly rental value of premises declared by architect.
7. Square meters on site plan re public service garage space, declared, signed and stamped by architect.
8. Certificate issued by installer with regards to fire extinguishers and smoke detectors in garage
9. In the case of companies/partnerships, a no objection from all directors/partners is required
Validity of permit and conditions for renewal where applicable:
Permits are renewed yearly upon confirmation of continued compliance with applicable conditions and the payment of renewal fee, as established for Category 1 establishments under Part II of the First Schedule to the Police Licences Regulations. (GN 846/49)
Road Works Procedure (Permits) :
** Any proposed road intervention works (including works being carried out in roads, alleyways, kerbs, footpaths, verges, hard landscaping and soft landscaped areas), irrelevant of size and nature, must be carried out with a permit approved by the Authority as stipulated in legal notice LN 29/2010.
The purpose of the permit process is to provide better quality and control, in all road works interventions by :
** The classification of works intervention;
** Planning and coordination between the relevant entities and stakeholders involved;
** The application and issuing of relevant permits in relation to the proposed road works;
** Establishing the necessary work methods, conditions and standards set by the Authority;
** Monitoring of works in progress;
** Certification of works completion;
** Auditing completed works within the liability period;
Road Intervention Works Permits Online :
** The online road works permit system offers a simple way for authorised applicants to apply for a road works permit from any online internet location.
** Authorised applicants may apply for road works’ permits through .roadpermits.gov.mt.

The applicants authorised to create a permit online are the following ;
** Transport Malta
** Public Entities
** Local Councils
** Service Providers
** Utility Providers

Applying for a road intervention works permit :
** In order to apply for a road works permit, one must first assign the works to a registered contractor.
** The same contractor will apply on behalf of the applicant from the online road permit system (RPS).
** Once the online application has been submitted, the permit will be given a unique registration number.
** The contractor can check the status and progress of the permit.
