Planning is a very important function of local authorities and is also an important issue for the country and local communities. Planning is about people and place, how future development will be guided to ensure that, together, economic recovery is assured, quality of life is improved and environmental qualities are either protected or enhanced.
The development plan or the local area plans of your local authority is the framework used in assessing planning applications. There are over 400 development and local area plans across the country. Some are large such as the Dublin City Development Plan while some may be for smaller villages, right across the country.
To know about planning in your area and key requirements, whether as someone thinking of submitting a planning application or inputting to their assessment through public consultation, you must consult your local plan.
The aim of Myplan.ie is to create a one stop shop for information about plans and also to provide other information which is relevant to planning decision-making (census, heritage sites, patterns of housing development etc).
I believe that it will not only be of benefit to citizens but will also assist with coordination between local authorities and more generally with the delivery of public services, for example schools.
Myplan.ie is an initiative of the Department of the Environment, Community and Local Government on behalf of each of the 88 planning authorities across the country. The local authorities will ensure that the information is kept up to date as possible.
What is Myplan?:
.myplan.ie is the first Irish free public web browser service that draws together around 1000 zoning maps in the 400 or so local authority development plans and local area plans across the country enabling seamless and easy access to information about the local planning requirements of the local authorities across the country.
Why was Myplan created?:
The system will enable a much more open and transparent system for tracking the integration of plans across the country and enable improved public information on the approach to planning in your area, whether as someone thinking of submitting a planning application or inputting to their assessment through public consultation.
Myplan will also ensure better co-ordination of plans between both different local authority areas and between the planning process and the provision of important public services, for example schools.
Through the Myplan web browser service, the public, Government Departments and agencies and the local authorities themselves can instantly view and seamlessly analyse mapping across local authority boundaries, linking to relevant documents and other important information about planning and development including the location of schools, natural and built heritage, housing, flood risk assessment and some census information. In fact, Myplan has the potential to radically improve the efficiency and effectiveness of local authority plan making, enabling the planning service to perform better in these challenging times from a resource perspective.
What was involved in creating Myplan?:
5 years in development, the system was developed through a collaborative approach between the Department of the Environment Community and Local Government, local authorities, other government departments and agencies, independent geographical information system experts.
How much did Myplan cost?:
By re-using existing public data but combining it in an innovative way and by using free proprietary software, the system has cost around €200,000 to develop and a precise cost will be finalised once Phase 1 is launched on 4th April 2012.
Where does the system go next?:
The good news is that the Department, with local authorities and other public bodies are working to ensure that, over time, Myplan will expand to incorporate information about other aspects of the planning system such as information about planning applications and other planning matters being handled by local authorities and An Bord Pleanála.
How up-to-date and accurate is the data which is being displayed?:
Data in Myplan.ie comes from a variety of sources. For example, the zoning and GZT data comes from Planning Authorities, the flooding data from the Office of Public Works, the Unfinished Housing data from the Department of Environment, Community and Local Government etc. Each authority does its best to ensure that their data is sound, but none can give cast iron guarantees that it is 100% accurate.

What data can I download onto my computer?:
At this stage you can download only the zoning and GZT layers. The information is downloadable via the ‘Data Extract’ tool into files using a variety of common GIS and CAD formats.
You can also copy to your clipboard the results of an analysis using the ‘Reporting’ tool. From the clipboard the information can be pasted into Excel or any other spreadsheet application. See the Reporting and Drawing sections in the Help document for further information and guidance.
Can I save any work which I have done?:
The short answer is ‘no you can not save your work done within Myplan.ie’. You can however bookmark locations on the map during a browsing session, but these will be lost once you exit your browser.
Can I use Myplan.ie on my smart phone?:
Myplan.ie will run on any mobile device that supports Flash. However the user experience will not be as intended by the developers as Myplan.ie was not designed for optimal performance on mobile phones. Large data volumes and a limited viewing area are the primary reason we would advise against using the Myplan.ie site on Flash enabled mobile devices.
If I want to make a comment about Myplan.ie, how do I do this?:
Click on ‘Comments’ at the top of the web pages and this will open a facility which enables you to send a text message to the Department and also to indicate on a map the area which you are referring to. All comments are logged and you should get a response from the body (Department, local authority, consultants) which can most appropriately deal with your comment.
