All rights to public funds are to be exercised at social work centres and no longer at schools, carriers, or in the municipalities. These rights to cash benefits, subsidies or reduced payments are exercised using a statutory single application form. The application form can be found on the websites of social work centres and that of the Ministry of Labour, Family and Social Affairs, the e-government portal and in book stores.
You can lodge your application with the social work centre nearest to where you have permanent residence or where you mostly reside (in cases where you have permanent and temporary residences at different addresses) in person or by regular post.
Financial social assistance:
Financial social assistance is intended to meet the minimum living requirements. You are eligible for such assistance if your per capita income is below the statutory income limit and you meet the other statutory criteria.
You are entitled to financial social assistance if you reside in the Republic of Slovenia and meet the following criteria:
** you are a foreigner with a permanent residence permit in the Republic of Slovenia and permanent residence in the Republic of Slovenia;
** you are eligible for financial social assistance and minimum pension support pursuant to the international instruments binding on the Republic of Slovenia;
** you do not have sufficient means for survival nor assets or savings to ensure survival; and
** you are actively seeking solutions to your social problems.
The amount of financial social assistance depends on the level of income, the number of family members, assets, savings and the care provided, as well on the possible existence of fault-based grounds (e.g. not being registered with the Employment Centre of the Republic of Slovenia, or serving a prison sentence).
Financial social assistance is normally granted for a limited period, depending on the circumstances that serve as the basis for the allocation and level of financial social assistance.
Important!:
Financial social assistance is awarded on the month following the month in which the application was lodged. For example, if you lodged the application in January, you are entitled to financial assistance from February onwards.
In extraordinary circumstances (exceptional financial difficulties, accidents, etc.), you may also apply for exceptional financial social assistance at a social work centre.
Child benefit:
Child benefit is a form of supplementary income for the maintenance, upbringing and education of a child. A parent or another person registered as a resident in the Republic of Slovenia is eligible to receive child benefit until the child is 18 years of age. You may apply for an allowance if you fulfil the other criteria under the act regulating family benefits, e.g. if income per family member does not exceed the income category limit.
The right to child allowance is granted for a period of one year. Therefore, a new application for the entitlement to child benefit needs to be submitted every year, and in the month the eligibility for child benefit expires. The amount of child benefit is determined according to the income category the family concerned falls into. Depending on the number of children, the total amount of child benefit for those entitlement is determined by adding up the individual amounts of child benefit for each child.
The ministry pays child allowance by no later than the 15th of the month for the previous month.
Minimum Pension Support:
Minimum pension support provides those entitled to it, during the time of their residence in the Republic of Slovenia, with the means to cover living expenses that arise over time (housing maintenance costs, costs incurred by replacing permanent consumable goods, etc.), and not costs for meeting minimum living requirements. Minimum pension support is intended for those who are unable to provide financial security for themselves due to circumstances beyond their control.
You are entitled to minimum pension support if you meet the following criteria:
** you are a citizen of the Republic of Slovenia with permanent residence in the Republic of Slovenia;
** you are a foreigner with a permanent residence permit in the Republic of Slovenia and permanent residence in the Republic of Slovenia;
** you are eligible for financial social assistance and minimum pension support pursuant to the international instruments binding on the Republic of Slovenia and are:
** permanently unemployable or permanently unable to work or over 63 years of age (women) and over 65 years of age (men) and are not part of the labour force,
** entitled to financial social assistance or may be entitled to financial social assistance, or
** a person whose income or the family’s own income exceeds the limit to obtain cash acquire financial social assistance but does not exceed the limit for minimum pension support.
Persons whose monthly income does not exceed the statutory limit and who meet the other statutory criteria are also entitled to minimum pension support.
Further information on the options and criteria for obtaining the different types of assistance available can be found at your nearest social work centre and on the website of the competent ministry.
The social work centre must be notified within eight days of any facts, circumstances or changes that might affect your eligibility for public funds, their amount or period of receiving such funds.
