How To Apply For An Alien Resident Certificate :
I. Responsible Authority:
County/city service center of National Immigration Agency.

II. Application Procedure:
Application should be filed with the service center of the National Immigration Agency in the place of stay. After acceptance and initial review, the service center will forward the application to the headquarters of the National Immigration Agency for second examination.
III. Documents Required:
1. Alien Permanent Resident Certificate Application Form.
2. One colored photograph (in the same format as ID card).
3. Original copy and photocopy of the new and old passports (original copy will be returned after verification).
4. Original copy and photocopy of the Alien Resident Certificate(original copy will be returned after verification).
5. One copy of qualified health examination. (The health examination table shall be in accordance with the requirements for health certificate used by major domestic healthcare institutions published by the Department of Health, Executive Yuan.)
6. One copy of proof of property or special skills.
7. One copy of certificate of police record of the home country and the Republic of China covering the past 5 years.
8. Other relevant documents of proof (such as the household registration transcript, marriage certificate or work permit approval, or documents required on case-by-case basis).
IV. Processing Time: 14 working days (not including time for supplemental document submission, interview or correspondence with relevant authorities for verification).
V. Fee: NT$10,000 (payable upon notice after approval by second examination).
VI. Matters to be Noted:
1. To file an application for permanent residence, the foreigner must have resided legally in the Republic of China for consecutive 5 years, each year residing more than 183 days, and the application must be filed within 2 years after these conditions are satisfied. Foreign spouse and child of citizens of the Republic of China residing in Taiwan area with household registration can also file an application after 10 years of legal residency in the Republic of China, among which the period of residency exceeds 183 days per year for 5 years. The application must be filed within 2 years after these conditions are satisfied.
2. The certificate of entry and exit dates, the retrospective table showing the number of days of legal residency in the Republic of China by foreigners, the period of legal residency by foreigners and the declaration bout the number of days of residency per year can be provided by the service station of each county and city of the National Immigration Agency.
3. Proof of Property of Skill:
(1) For applications for permanent residence filed in the status of a spouse of a citizen of the Republic of China, one of the following documents may be provided for determination by the National Immigration Agency:
a. Information of domestic income, tax payment, personal property or real property.
b. Employment certificate issued by employer or applicant’s own written statement about the scope of his/her work and income.
c. Certificate of special occupation and technician or technical examination issued by government authority of the Republic of China.
d. Other information showing that the applicant is self-sufficient and can sustain his/her living.
(2) For applications for permanent residency filed other than the situation under the previous subparagraph, one of the conditions must be satisfied:
a. Average monthly domestic income exceeding 2 times the minimum wage published by the Council of Labor Affairs of the Executive Yuan during the past year (i.e., the year preceding the application year, for example, for application filed on 1 June 2009, the past year is from 1 January 2008 to 31 December 2008).
b. Total evaluation of domestic personal property and real property exceeding NT$5 Million.
c. Certificate of special occupation and technician or technical examination issued by government authority of the Republic of China.
d. Other situation confirmed by the National Immigration Agency.
4. Original copy of certificate of criminal record from the police of the Republic of China covering the past 5 years (valid within 3 months)
5. Original copy of certificate of criminal record from the police of the home country covering the past 5 years (valid within 6 months) (including Chinese translation) and one of the following procedures must be completed:
(1) The original copy of certificate of criminal record from the police of the home country and the Chinese translation must be certified by the overseas representative office of the Republic of China (and certified by the Ministry of Foreign Affairs if necessary).
(2) If only the original copy of foreign-language certificate of police criminal record issued by the home country is certified by the overseas representative office of the Republic of China (and certified by the Ministry of Foreign Affairs if necessary), the Chinese translation must be further certified by a court or private notary public of the Republic of China.
(3) The original copy of foreign-language certificate of police criminal record issued (or certified) by the consular office of the home country in the Republic of China must be certified by the Ministry of Foreign Affairs. The Chinese translation must be further certified by a court or private notary public of the Republic of China.
6. The certificate of police criminal record of the home country must be national record of the country of residence of the applicant. For example, the police criminal record of the home country of a United States citizen must be issued by the Federal Bureau of Investigation.
7. Other relevant documents of proof required differ depending on the reason of residency:
(1) Family reunion: Household registration transcript within the past month.
(2) Employment:
a. Work permit letter.
b. Employment certificate within the past month.
(3) Missionary:
a. Guarantee letter issued by religious group.
? Specifying that the work undertaken is without remuneration and is full-time.
? Guarantees and undertakes the responsibility for supporting the livelihood of the applicant after permanent residency is granted.
b. Approval certificate for the religious group issued by the Ministry of the Interior or corporate registration.
c. Employment certificate issued by the religious group.
(4) Investment:
a. Profit seeking enterprise registration certificate.
b. Shareholders’ register.
c. Company Change Registration Card.
d. Letter from Investment Commission of the Ministry of Economic Affairs.
In special cases, other documents of proof will be required.
8. Any foreigner also having the nationality of the Republic of China cannot apply for permanent residency.
9. Starting from the second year following the issuance of the certificate, if the certificate holder resides in the Republic of China for less than 183 days per year, the permanent resident certificate will be cancelled, except with the consent of the competent authority. (“Year” starts from 1 January of the year following the issuance of the permanent resident certificate). If the holder of the Alien Resident Certificate still qualifies for residency after cancellation of the certificate, an application for residency may be filed within 30 days from the cancellation.
10. Any foreigner who exits the territory for less than 3 months each time during 5 consecutive years of legal residency is not required to provide qualified certificate of health examination, nor the certificate of police record from the home country.
