What is Uniform ID Number :
A person’s “Uniform Number” is registered as a personal ID number in the ROC. Each person has only one such number that may be used permanently.

I. Responsible authority:NIA service centers in counties and cities.
II. Subject:
1. A foreigner never granted a uniform ID number in need of one to open a bank account, pay tax, apply for national health insurance or apply for ROC driver license.
2. A resident certificate in the Taiwan Areas, an alien resident certificate or an alien permanent certificate issued previously is currently absent or it is a non-10-digit one.
III. Required documents:
1. Foreigners:
(1) After entry:
a. One application form.
b. One original and copy of passport, the former returned via verification.
c. Acting application (for the agent only):
** One Power of Attorney (or the attorney noted on the application form)
** Certificate of identity of the agent: ID card, ARC or passport.
(2) Before entry:
a. One application form.
b. One copy of passport (authenticated by an overseas mission).
c. One original Power of Attorney for Aim authenticated by an overseas mission. (Said Aim must be the application for uniform ID number.)
?The name signed by the applicant on the Power of Attorney and that on the passport shall be consistent.
d. Certificate of the agent: ID card, ARC or passport.
2. Stateless nationals in the Taiwan Areas and Mainland Chinese and Hong Kong/Macau residents:
(1) After entry:
a. One application form, but this does not to overseas students applied by school via a list.
b. One original and copy of certificate of identity, the former returned via verification:
** Stateless national in the Taiwan Areas: A certificate of entry and exit issued by the NIA, or the ROC passport and a temporary entry and exit permit.
** Mainland Chinese: A certificate of entry and exit issued by the NIA.
** Hong Kong/Macau residents: A certificate of entry and exit issued by the NIA (Note: A passenger with the notification of temporary visit must submit a certificate with the photo of the holder.)
c. Acting application (for the agent only):
** One Power of Attorney (or the attorney noted on the application form).
** Certificate of identity of the agent: ID card, ARC or passport
d. A Hong Kong /Macau resident with entry via the notification of temporary visit for the first time cannot be granted a Record of ID No. in the Republic of China on the very day of entry and the application must be submitted from the next day thereafter.
(2) Before entry:
a. One application form.
b. One original Power of Attorney for Aim authenticated by an overseas mission. (Said Aim must be the application for uniform ID number.)
c. Copy of certificate of identity (authenticated by an overseas mission):
** Stateless nationals in the Taiwan Areas: A certificate of entry and exit issued by the NIA, or the ROC passport and a temporary entry and exit permit.
** Mainland Chinese: A certificate of entry and exit issued by the NIA, or the Mainland ID card.
** Hong Kong/Macau residents: A certificate of entry and exit issued by the NIA, or a permanent ID card for Hong Kong/Macau residents.
d. Certificate of the agent: ID card, ARC or passport.
(3) Online application:
The applicant after entry in Taiwan may apply for a uniform ID number via the internet https://www.immigration.gov.tw/ and print the Record of ID No. in the Republic of China via approval on one’s own in 5 days thereafter.
IV. Processing Time: One hour to finish the procedure and half a day for the first time.

VI. Note:
1. Name:
Record of ID No. in the Republic of China will be issued to the applicant via ratification.
2. Application:
(1) A uniform ID number applies to health insurance IC cards and vehicle and motorcycle licenses.
(2) From 2004, a foreigner must show a certificate of uniform ID number (e.g. ARC, APRC or Record of ID No. in the Republic of China) to open a bank account.
(3) From 2004, a foreigner working in the Taiwan Areas shall apply for tax deduction or tax payment and thus must fill out one’s own uniform number. However, the procedure as follows applies to those with short-term jobs in here.
The tax code of the previous system applies to an individual who resides outside the ROC with incomes in the R.O.C. without uniform number. The tax code is in 10 digits. In terms of the data of one’s passport, the first 8 digits refer to the birth date and the last 2 digits refer to the first 2 alphabets of the taxpayer’s first name in English. For instance, that ROBERT W. DAVISON born on JULY 12, 1942 refers to 19420712RO [from 5.3 of the Instructions for Income Deduction for Foreigners].
*That an individual who resides outside the R.O.C. refers to residence not exceeding 183 days in the same year.
3. To prevent illegal claim of a uniform ID number, the Power of Attorney signed by the applicant and a certificate of the applicant notarized by an overseas mission shall be submitted for examination and ratification to the NIA upon the application done by an agent prior to the applicant’s entry.
4. A “Record of ID No. in the Republic of China” issued by the NIA serves as the receipt of a number registered in Taiwan for foreigners and fails to serve as a valid certificate of identity whatsoever. Thus, upon inspection, a valid certificate of identity shall be shown along it for verification from related authorities.
