Opening an Establishment Card :

Service Description:
It is the first step to register the establishment with the Ministry, give it a number, as well as entering the names and specimens of its owners and authorized signatories, its data, and its business activity.

Required Documents:
** Application for opening an establishment’s card

** A copy of a valid business license which includes (the address, the P.O. Box, telephone and fax numbers). The number inscribed on the establishment’s seal (if any) must be identical with the P.O. Box number written on the business license. The Original license must be provided

** A copy of a valid passport and copies of partners’ passports.
** A copy of the family book
** A copy of the establishment’s card for the Directorate of Residency and Foreigners Affairs

** A statement of owners’ names issued from the Economic Department if their names are not included in the business license
** A copy of the articles of incorporation if there are partners, as well as an annex including their names

** Application to open a UAE national’s or expatriate’s file if there is no personal number for the owner, any of partners, service agent or authorized signatories

** Power of attorney and declaration (legalized by the notary public in the form approved by the Ministry) submitted by the establishment’s national owner or service agent, in addition to a declaration and undertaking legalized by the notary public in the form approved by the Ministry

** A copy of the license issued from the Ministry of Environment and Water in case of fishing boats
** A copy of the license issued from the Ministry of Environment and Water in case of ships
** Approval of the Department of Societies, affiliated to the Ministry of Social Affairs, in case of societies

** Undertaking not to follow up any third party transaction if the establishment’s activity is transaction follow up and clearance
** Partnership agreement attested by the Ministry of Economy in case of establishments with limited liability
** Certificate from the Chamber of Commerce and Industry if the establishment is licensed to operate as a commercial representative office
** A sketch of the establishment’s site

Terms And Conditions:
** The license shall be valid
** The license holder, any of the establishment’s partners, or its service agent shall a UAE national (depending on the business activity)

** The establishment’s owner, partners, service agent and authorized signatories shall have one personal number at the Ministry
** All registered establishments of the license holder or service agent shall have a single unified personal number

** The owner’s establishments shall not have on their record any labour cards not renewed for more than two months, work permits not renewed for more than six months, licenses not renewed for more than seventy days, or any labour or other violations are registered against them.
** The license holder or service agent shall not be below the age of 21 years. In case of minors, the parent or guardian may sign on behalf of the license holder or service agent until he/she reaches the legal age. Minors may sign by obtaining a court’s permission

** GCC citizens shall be treated as UAE nationals
** All national license holders must sign on signature specimen cards
** The license holder or service agent shall have an establishment card registered at the General Directorate of Residency and Foreigners Affairs
** The national license holder, service agent or authorized signatory shall have a valid e-signature card

Service Procedures:
** Applications for opening establishment cards shall be printed at printing offices or the establishments participating in the Ministry’s e-forms program Applications shall be submitted to the counter Applications shall be checked to verify that all documents are complete and conditions are met.

** The application is either approved or rejected. In case of missing documents, the application shall be sent back to the applicant
