Intelligent Transport Systems:

Modern information and communication technologies, also called Intelligent Transport Systems, are increasingly used in road transport.

Those can report weather conditions, dangerous situations or traffic jams, for instance, to drivers of vehicles. A breath alcohol ignition interlock device is another example of such technology, however.

The goal of using ITS is enhancing driving comfort and safety and managing traffic streams. On a temporary basis, vehicle manufacturers, research institutes, universities and universities of applied sciences can gain practical experience on public roads using intelligent transport systems. In the long term this can lead to self driving vehicles which can take over the driving task of the driver, partially or completely.

RDW wants to be supportive in this situation and jointly indicate questions and options in the field of ITS. You can read more about this in this article.

Admission procedure:
Intelligent vehicles cannot meet all technical requirements. In order to get such a vehicle admitted on the roads, a tailored admission procedure is needed. New vehicle technologies and functionalities first need to be tested for correct operation. Confidence in safety and functional operation needs to be demonstrated every time.

This process takes place in steps. From a written assessment and a risk analysis to testing in a closed test environment. The next step is admitting, under certain conditions, tests on public roads using an exemption.

If you are interested in gaining practical experience using ITS, please send a request to RDW.

Make sure to include the following in your application:
1. a comprehensive plan of action that describes:
** what will be tested or demonstrated;
** how many vehicles will be involved in the test/demonstration;
** what kind of vehicles will be involved in the test/demonstration;
** on which road(s) or road section(s) the test/demonstration should take** ** place;
** when the pilot/demonstration should take place;
** how long the test/demonstration should last;
** any other information that can be relevant for the evaluation of the** ** application.

2. the reason why the new technology or the concept does not meet the requirements of a normal vehicle;

3.a description of the involved safety and environmental considerations and of the measures taken

4. a description of the tests and their results, which demonstrates safeguarding of the same level of safety and environmental protection, or higher, compared to the requirements for which an exemption is requested

5. the assurance of safety and reliability of data communication in case cooperative systems are used;

6. the results of a risk management analysis;

7. a written confirmation of the applicant stating full coverage of costs for the application assessment, testing and possibly renting the RDW test centre in Lelystad (the Netherlands)

Current test descriptions and results can be part of the file. Required test descriptions and results can differ from application to application, depending on the nature of the vehicle adjustment or adjustments. However, it always includes the results of a risk management method, such as a FMEA (Failure Modes and Effects Analysis) or the ISO 26262 functional safety norm.

Exemption:
If the result of a vehicle test is positive, RDW grants temporary admission based on an exemption.

An exemption includes restrictions and conditions, such as:
** insurance
** experience and driving licence of the driver
** test area
** type of test
** keeping a log book

Location selection for tests on public roads:
Vehicles must have proven themselves in a closed test environment. After that, vehicles can be tested on public roads. In consultation with the applicant, it is decided which public road suits the test object. Testing needs to take place in a sound location. In the Netherlands, no previously allocated locations have been set. This also involves customisation, just like with admission.
