Checking the validity of health insurance at a medical institution :
In Estonia, the validity of health insurance is checked on the basis of an identity document.

Persons under 15 years of age can present their European health insurance card instead of an identity document to verify the validity of their health insurance.
European health insurance card – why is it necessary?:
When you are travelling in the European Union, you need to carry the European health insurance card or its replacement certificate with you. The European health insurance card grants the right to receive necessary medical care during your stay in the European Union and in the European Economic Area. How to apply for a card?:
The European health insurance card and its replacement certificate can only be applied for by persons with valid health insurance.
The card can be applied for:
** through the citizen portal https://www.eesti.ee/et/ (EE),
** by bringing an application personally to a customer service office,
** by sending an application to the Health Insurance Fund’s customer service office via regular mail,
** by sending a digitally signed application to the Health Insurance Fund by e-mail to info@haigekassa.ee.
The application form in Estonian is available on the Health Insurance Fund’s website, offices of Eesti Post, and at the Health Insurance Fund’s customer service offices.
How to apply for a card through the citizen portal?:
The fastest way of submitting an application is through the citizen portal www.eesti.ee (EE).
You can order the European health insurance card via regular mail to a specified address, to your address in the population register, or have it delivered to a Health Insurance Fund’s customer service where you can collect it from. After submitting an application for a European health insurance card you need to confirm it.
You can also apply for a card for your child of under 19 years of age, if your relation to the child is stated in the population register.
Who can apply for the card?:
The European health insurance card can be applied for by a person who is at least 15 years old and has a passport or an ID card. A parent or a representative can apply for the card for a child of under 19 years of age.
How long is the card valid for?:
The European health insurance card is issued to persons under 19 years of age with the validity period of 5 years, but for no longer than up to becoming 19 years old. The European health insurance card is issued to persons at least 19 years old with the validity period of 3 years, but for no longer than for the presumable duration of the person’s health insurance.
How long does it take to receive the card?:
The European health insurance card will be delivered within 10 days.
How much does the card cost?:
The European health insurance card is free of charge.
How can you receive the card? :
The card can be received:
Via regular mail on the address stated in the population register or specified by the applicant on the application form;
From a customer service office of the Health Insurance Fund.
What to do when the card’s validity period is about to end?:
You can order a new card one month in advance before the validity period of your old card ends. For example, if your card is valid until 1 August, you can apply for a new one from 2 July.
What to do when the European health insurance card has been stolen, lost, or needs to be exchanged for any other reason?:
To cancel a valid card and receive a new one, you need to fill in a new application form for a European health insurance card and deliver it, send via regular mail or e-mail a digitally signed version to a customer service.
What to do when the ordered card is not delivered?:
The European health insurance card is generally delivered in 10 days. If you have not received your card in this period of time, then we ask you to call the Health Insurance Fund’s information line 16363 (Mon–Fri 8:30–16:30) for further instructions. We ask you to add a note about the loss of your card on the application form. If you wish to submit a new application through the citizen portal www.eesti.ee (EE), then we ask you to notify the Health Insurance Fund of your wish to cancel the card on our information line 16363 (+372 669 6630 from abroad) or by e-mail on info@haigekassa.ee.
When is a replacement certificate issued?:
A replacement certificate for a European health insurance card is issued by the Health Insurance Fund when the insurance cover of the applicant is shorter than 3 months. We advise you to order the replacement certificate also when you travel abroad in less than 10 days. This is how long it would take to get your European travel insurance card.
The fastest way to get a replacement certificate for the European health insurance card is to turn to a customer service office of the Health Insurance Fund.
To receive a replacement certificate of the European health insurance card, please contact a customer service office of the Health Insurance Fund, the information line 16363 (+372 669 6630 when calling from abroad), send an e-mail at info@haigekassa.ee. We will deliver the ordered replacement certificate at your request via regular mail or e-mail.
