Passport Issuance :

Application:
Any Bulgarian citizen residing abroad may submit a passport issuance application at a diplomatic or consular mission of the Republic of Bulgaria.

The applicant has to appear in person because upon acceptance of the application consular officer will take digital images of the applicant’s signature, face and fingerprints.

Passport issuance applications are not accepted by diplomatic or consular missions that do not have available technical capacity for taking digital images of an applicant’s signature, face and footprints.

Notifying the applicant:
The diplomatic or consular mission will, within 5 business days, notify the applicant as to whether the passport can be issued.

In case certain discrepancies in the data filled in are detected, the diplomatic mission will, within 7 business days, notify the applicant thereof, requesting him / her to remove them. In case the applicant fails to remove all discrepancies within one month from being so notified, the passport issuance procedure is terminated. Upon receipt of a confirmation, the diplomatic mission will notify the applicant within 7 business days of the issuance of his / her document.

Receipt of the document:
The Ministry of Foreign Affairs may send the passports issued to the relevant diplomatic or consular mission of the Republic of Bulgaria abroad:
1. through its own official channels

2. through a companycertified as a carrier of valuable shipments, if the applicant has requested the “forwarding via a carrier company” services and has paid for that service DHL.

Temporary Passport:
General conditions:
Temporary passports shall be issued by the diplomatic or consular missions of the Republic of Bulgaria to Bulgarian citizens who reside abroad but do not hold valid travel or identity documents.

Temporary passports shall be valid for up to 12 months depending on the time needed for the relevant citizen’s return to Bulgaria.

Application:
A temporary passport shall be issued based on an application. Upon acceptance of the application, the consular official shall enter into the automated information system:
** The personal data indicated in the application
** Information on the documents enclosed
** Digital images of the applicant’s signature and face

Terms:
The Ministry of Interior shall, via the Ministry of Foreign Affairs, notify the diplomatic or consular mission of the Republic of Bulgaria abroad of its opinion concerning the issuance of the temporary passport requested within three working days.

Registration in the Republic of Bulgaria of the birth of children of Bulgarian citizen(s) born abroad based on documents issued by local authorities
Citizens of the Republic of Bulgaria residing abroad are under the obligation to bring or send to the Bulgarian diplomatic or consular mission in the relevant country, within six months after a local authority draws up a birth record for their newborn child, a certified copy or excerpt of the document, together with an application indicating their permanent address in the Republic of Bulgaria.

Alternatively, citizens may bring the legalized birth record directly to the relevant Bulgarian municipality. The birth record shall be accompanied by a certified translation into Bulgarian made by a Bulgarian diplomatic or consular representative or by a translation company wherewith the Ministry of Foreign Affairs of Bulgaria has concluded a contract. Signatures of Bulgarian translators are authenticated at the Consular Relations Directorate of the Ministry of Foreign Affairs at the following address: 2 Alfred Nobel Street, Sofia.

If the document is issued in a state wherewith the Republic of Bulgaria has not concluded a legal assistance treaty explicitly waiving the requirement for legalization, the document shall be legalized through an apostille certification in accordance with Hague Convention No. 12 or certified through a stamp of the Ministry of Foreign Affairs of the relevant state, which shall then be certified by the Bulgarian diplomatic or consular mission in that country.

A local birth record does not need to be legalized if issued in a state wherewith Bulgaria has concluded a legal assistance treaty explicitly waiving the requirement for legalization.

Parents shall submit a passport application for their child after obtaining from the relevant municipality a Bulgarian birth certificate with a Personal Identification Number entered therein.
