Residence Permits in the Republic of Lithuania:
The main legal act regulating the issues concerning residence permits, their types and conditions of issue is the Law on the Legal status of Aliens (hereinafter – the Law).

A residence permit in the Republic of Lithuania (hereinafter – Residence Permit) shall grant an alien the right to reside in the Republic of Lithuania, to choose a place of residence in the Republic of Lithuania, to change the place of residence, to depart from and return to the Republic of Lithuania during the period of validity of the residence permit.
Aliens shall be issued the following residence permits:
** Temporary Residence Permit;
** Permanent Residence Permit.
When issuing an alien a residence permit for the first time, the alien shall usually be issued a temporary residence permit, except in the cases established by the Law.
An alien who applies for the first time for the issue of a residence permit shall lodge an application for the issue of a residence permit with the diplomatic mission or consular post of the Republic of Lithuania abroad.
The alien who is lawfully staying on the territory of the Republic of Lithuania may lodge an application to issue a residence permit, including the one lodged for the first time, with the institution authorised by the Minister of the Interior, however the lodging of such an application shall not entitle the alien to stay on the territory of the Republic of Lithuania before the alien’s application has been examined and a decision on the issue has been taken.

1. For Travellers within the European Union :
** Citizens of the Republic of Lithuania travelling within the European Union Member States can carry goods for personal use free of duties and subject only to the restrictions applicable to goods for personal use.
** The Customs Department under the Ministry of Finance of the Republic of Lithuania provides useful information for travellers about transport of goods for personal use within the European Union.
2. For Travellers from Third Countries :
** For intended stays on the territory of the Member States of a duration of no more than 90 days in any 180-day period, which entails considering the 180-day period preceding each day of stay, the entry conditions for third-country nationals have to be in possession of a valid travel document entitling the holder to cross the border satisfying the following criteria :
** its validity shall extend at least three months after the intended date of departure from the territory of the Member States. In a justified case of emergency, this obligation may be waived;
** it shall have been issued within the previous 10 years.
** Citizens of the Republic of Lithuania and other countries arriving in the Republic of Lithuania from third countries shall bring a limited number of goods free of duties and other charges.
** The Customs Department under the Ministry of Finance of the Republic of Lithuania provides useful information for travellers about carriage of goods from third countries into the Republic of Lithuania.
** A traveller crossing the national border of the Republic of Lithuania receives a traveller’s declaration. All articles (goods) carried by the traveller including cash and securities shall be declared in writing by submitting a completed traveller’s declaration.
** The Customs Department under the Ministry of Finance of the Republic of Lithuania provides information about the instructions for completing the traveller’s declaration and customs clearance and Traveller’s declaration form.
