Applying for a U.S. passport :
** Applying for a U.S. passport abroad is a different process from applying for one in the United States.

** The application forms, required documentation, and costs are the same, but each of our consular sections in Germany has slightly different procedures for submitting your documents.
** We have outlined these below for each service.
** We encourage you to use our Passport Wizard to determine exactly what passport service you require (in person or mail-in), to fill out and print your application electronically, and to see a list of required documents.
** After completing the wizard, please then return to this page for the specific steps required to submit your application at the consular section most convenient to you—Berlin, Frankfurt, Munich or Bremen.
** Currently, the average passport processing time at our offices is around two weeks.
** Completing your application online and printing it will help assure timely and accurate processing.
Helpful note :
** While entering an emergency contact address, choosing any state from the drop-down menu will allow you to enter a non-US address in the other fields.
** Many of our applicants in Germany do not need to come to the Embassy or Consulate in person.
** If you do require an interview, however please note that no appointments are scheduled via email.
** Instead, please follow the instructions in the “Appointments” box on the right to schedule an appointment for all routine services.
Reminder: You must appear personally at the Consulate if :
** You are applying for your first passport
** You are replacing a lost or stolen passport
** Your last passport was issued before you were 16 years old
** It has been more than 15 years since your last passport was issued
** You are applying for an emergency passport (for immediate travel)
** You are applying for a child under the age of 16
** You are replacing a damaged passport
** Otherwise, please submit your application by mail.

Request an Emergency Passport :
Emergency passports are issued only in real emergencies, and evidence of the need for immediate, emergency travel should be submitted with applications. Emergency passports are normally limited in validity and cannot be extended.
Furthermore, you must appear at the Embassy or Consulate in person, during business hours, to apply. The application process and fee are the same as if you were applying for a regular passport.
If you apply for your regular passport within 1 year of the issue date of the emergency passport, you will not have to pay the fee again. When you receive your emergency passport, you will also receive a letter that explains how to obtain a regular passport after returning from your urgent travel.
It is best to call in advance to arrange an appointment for your emergency passport, and in such cases you may reach out to your nearest Embassy or Consulate.
