Get Driving Licence :
** While driving, a driver has to carry a driving licence or another document certifying the right to drive, a motor vehicle registration certificate and the registration certificate for its trailer or a copy of the registration certificate of the trailer.

If the driver carries an identity document, there is no need to carry a driving licence issued in Estonia and a registration certificate while on Estonian territory.
** Driving licences are valid for ten years. Provisional driving licences are valid for up to two years. Limited rights driving licence for driving a B-category motor vehicle is issued until the driving licence holder turns 18. A temporary driving licence is issued with a validity of up to two months.
** Citizens of Estonia receive the driving licence (international driving licence, provisional driving licence or a duplicate of these documents) either from an office of the traffic registry of the Road Administration or from an Estonian foreign mission.
It is possible to receive a driving licence from a foreign mission or from an honorary consul, but the application to switch licences has to be submitted to an office of the traffic registry of the Road Administration in Estonia.
** There is no need to supply an application for a driving licence to the foreign mission or the honorary consul. Receipt of driving licences from foreign missions and honorary consuls only applies to Estonian citizens.
The service is not available for foreign nationals who hold an Estonian residence permit. Contact information for foreign missions and Estonian honorary consuls is given in the list of useful links on the right.
** The driver of a motor vehicle is typically obligated to pass a health test every 10 years.
** From April 1st, 2015 the organisations that perform health checks issue health certificates for drivers in electronic form only. In order to obtain an electronic health certificate, one must first fill in health declaration at the Digilugu.ee portal and then contact the organisation that would perfom the health check.
When an electronic health certificate is issued, it is automatically transferred into the traffic register so there would be no need to visit a service bureau in person to submit a health certificate. You can check the validity of your health certificate at Digilugu.ee.
Receiving a driving licence on rush order :
It is possible to apply for a driving licence on rush order in a service office of the Traffic Registry. The state fee for a driving licence issued on rush order is 53 euros.
An application for a driving licence can be submitted in all offices of the Traffic Registry, but the driving licence issued on rush order can be received only from offices that are located in Tallinn (Mäepealse 19 and Estonia pst 1/3).
Driving licences issued in a foreign country :
The following driving licences are valid in Estonia :
** a driving licence issued in a member state of the European Economic Area and in the Swiss Confederacy;
** a driving licence issued in a member state of the 1968 Vienna Convention on Road Traffic that follows the convention;
** a driving licence issued in a member state of the 1949 Geneva Convention on Road Traffic with an international driving licence;
** a driving licence issued in a foreign state that has a mutual driving licence recognition international treaty with Estonia.
It is only valid on the condition that the person’s right to drive has not been suspended, removed or invalidated in the state that has issued the driving licence.
