Applying for Communities’ activity permit and attested copy of the Communities’ activity permit :
Communities’ activity permits and attested copies of the Communities’ activity permits are issued, under a management contract, concluded with the Ministry of Economic Affairs and Communications of the Republic of Estonia, by Estonian Association of International Road Carriers (EAIRC).

Applying for line permit :
** Line permits will be issued by the county government concerned (Public Transport Centre in Harju, Jõgeva and Järva counties) for servicing local county lines.

** Line permits will be issued for national long distance line passing through several counties will be issued by the Estonian Road Administration.

Checking the validity of line permit :
Checking commercial lines by bus line number and registry code of the carriers, servicing the line.

Paid passenger transport by bus can be organised as regular or occasional service :
** Carrier is supposed to hold an European Communities activity permit (Communities’ activity permit) to organised paid passenger transport by bus.

Bus transport services can only be offered at one’s own expense without the Communities’ activity permit (e.g. transporting company’s employees with a bus, owned by the company).

** Carrier will be required to hold an attested copy of the Communities’ activity permit for each operated bus.

** Bus transport service, involving fixed regularity, route and stops and departure times, shown in time table, is known as regular service. Carrier will be required to hold a line permit to serve a commercial line or a line that solely depends on income, generated by sales of tickets.

Right to drive :
** A power-driven vehicle may be driven by a person who has the right to drive power driven vehicles of the respective category and whose right to drive has not been suspended, withdrawn or revoked or who has not been removed from driving.
