TRR Apply for Spectrum Licence
Any person can apply for a Spectrum licence. Spectrum licence is issued with the provision of frequency band requested and the frequency intended use.

The objectives of spectrum licensing are to :
** fulfill legal responsibilities in managing the radio spectrum
** assist in minimizing the occurrence of harmful interference
** clearly document and record the administrative and technical conditions associated will all radio spectrum usage in Vanuatu
** enable access to the radio spectrum to as many users as possible
** enable market forces to resolve conflicting requirements for access to radio spectrum and ensure that the maximum economic benefit is derived from the use of the radio spectrum
** ensure that access to the radio spectrum is provided in a timely and appropriate manner
On 4 November 2010, TRR has released revised versions of the application forms for spectrum licence. The new forms adopt a new format which is easy to fill out and have brief explanations for the type of service each form is intended to be used for.
In some cases where appropriate, important additions have been made for applicants to supply specific additional transmitter site data, such as geographical coordinates, antenna heights, transmission bandwidths, etc.
This additional data is important and greatly assists the Regulatory office in its endeavor to build a proper national spectrum database.
Radio Spectrum :
Radio Frequency or Spectrum is a finite non-exhaustible resource which is a vital input into an ever widening range of services. Use of the radio spectrum is crucial to communications in Vanuatu, and the national economy.
Industries that use the spectrum, such as broadcasting and cellular mobile telephony, make substantial contributions to the economy, while other manufacturing and service industries use spectrum to increase their productivity.
In order to maximise the efficient and effective use of the radio spectrum by all sectors of society, the overall goal of radio spectrum in Vanuatu is to create a predictive environment for current and future spectrum usage, which is in the public interest.
As part of its functions under Section 7(2)(e) of the Telecommunications and Radiocommunications Regulation Act, TRR is responsible to allocate, assign and manage the radio spectrum.

The Telecommunications and Radio communications Regulator (TRR) is a statutory body operating independently from the government.
The body has the General Powers and Functions to regulate telecommunications and radio communications services in Vanuatu as provided in the Telecommunications and Radio communications No.30 of 2009 (the Act).
The Regulator reports to and advises the Minister responsible for telecommunications as to policy and making of regulations and any other matter as requested by the Minister.
