Exchange of Foreign Issued Driving License :

1. Procedure :
Step 1 : Organizations and individuals involved in administrative procedures should prepare valid documents as regulated.

Step 2 :
* Individuals submit their documents to Thai Binh Department of Transport;

* The receiver of documents then checks validity of documents : If valid, the receiver will record and give appointment sheet to the applicants. If invalid, the receiver will provide applicants with instructions to complete their documents.

Step 3 : Individuals receive appointment sheets.

2. Method of implementation : Documents are submitted directly to Thai Binh Department of Transport
3. Composition of documents :
** Application for exchange of driving license (for Vietnamese and for foreigners);

** A Vietnamese translation of the foreign-issued driving license guaranteed by a Notary Public agency or the Vietnam-based Embassy or Consulate where the translator works for, sealed on the margin of each consecutive page with a replica of the driving license;

** A photocopy of passport including passport number, full name and photograph of the applicant, term of validity and page of visa into Vietnam, or a photocopy of personal identity card, diplomatic identification card, or business-affair identification card issued by Vietnam Ministry of Foreign Affairs;

** A photocopy of residence card, temporary residence card, permanent residence card, identification document of long-term residence in Vietnam for foreigners; personal identity card or valid passport for Vietnamese for comparison;

** Two (02) 3×4 cm color photographs of personal identity card size;

Upon exchange of driving license, the driver is required to present his valid passport or personal identity card (diplomatic identification card or business-affair identification card issued by Vietnam Ministry of Foreign Affairs) and original foreign driving license for comparison.

4. Quantity of documents : Two (02) sets.

5. Duration of settlement : Within 25 working days from the receipt of full valid dossier as specified. In case of detecting any problem, the process is delayed until the receipt of verification result from the Embassy or Consulate of the driving license issuing country in Vietnam.

6. Subjects of administrative procedures : Individual.
7. Authority of executing administrative procedures : Thai Binh Department of Transport.

8. Fee : For driving license : VND 30,000 per license or VND 135,000 per license issued under new technology.

Procedure for grant of term-limited registration for special-use motor vehicles :
1. Procedure :
Step 1: Organizations and individuals involved in administrative procedures should prepare valid documents as regulated.
Step 2: Organizations and individuals submit their documents to Thai Binh Department of Transport.

The receiver of documents then checks validity of documents :
** If valid, the receiver will record and give appointment sheet to the applicants.
** If invalid, the receiver will provide applicants with instructions to complete their documents.

Step 3: Organizations and individuals receive their results as specified in the appointment sheets.

3. Composition of documents :
** Declaration of term-limited registration for special-use motor vehicles (original);
** Certified copy of Investment License or Certificate of Investment submitted by the owner of a foreign invested project in Vietnam;

Certificate of origin for the special-use motor vehicles as specified:
** For special-use motor vehicles that are manufactured or assembled domestically, certificate of origin is the ex-work quality inspection report issued by the manufacturing facility (original).

** For special-use motor vehicles that are imported, certificate of origin is the declaration of imported goods in form as stipulated by the Ministry of Finance (original or certified copy).

4. Quantity of documents: One (1) set.
5. Duration of settlement:Within 15 working days from the receipt of full valid documents.
6. Subject of administrative procedures: Organizations and individuals.

8. Results of administrative procedure: Registration certificate, number plate.

9. Fee: Fee for issuance of registration certificate and number plate: VND 200,000 per vehicle per issuance
