Licence Online Application :

** The Liquor Licensing Board (LLB), a statutory body established under the Dutiable Commodities (Liquor) Regulations who is responsible for the licensing of premises used for the sale or supply of liquor for consumption on the premises, has given consents to accept applications and documents in form of electronic records.

Application process will be completed within 30 calendar days

** In accordance with the Electronic Transaction Ordinance, it is a requirement to sign on the form with digital signatures where signatures of persons are required. To complete the online submission of liquor licence applications, you need to produce valid digital certificates of the relevant persons to sign the application form. If you are not yet ready to produce digital signatures but would like to enjoy the convenience of electronic services, the system allows applicants to prepare the applications online without digital signatures and send the applications to the Licensing Offices afterwards.
** To complete the application process, applicants without digital signatures must print the completed application forms, sign on the relevant parts by respective persons, and submit the signed copies together with supporting documents to the Licensing Offices in person or by dispatch within 30 calendar days. On receipt of the duly signed form, the Licensing Office will then start to process the application.

Steps to Submit Application :

The following are the steps to submit application through Liquor Licence Processing System (LLPS)

1. Select Service Required :
A list of available electronic forms in both English and Traditional Chinese (or bilingual) is provided. Select the service and the appropriate form if required will be available for completion. Please note the following before you select the service required –

Renew licence :
You can also apply for amendment of licence simultaneously here.

Licence transfer :
You can also apply for renewal or amendment of licence or both of them simultaneously here.

Amend licence :
You can apply for amendment of licence only. Particulars of the licensed premises which can be amended include –
** Addition/Deletion of Endorsement
** Addition/Deletion of a New Portion to Licensed Premises;
** Change of Premises’ Address;
** Change of the Additional Licensing Condition;
** Change of Business Nature of Establishment; and
** Change of Shop Sign

Notification of Change :
You can notify the Licensing Offices of renaming of the licensee and renaming of building of the subject licensed premises only. For amendment of particulars of the licensed premises, please select “Amend licence”.

2. Create Account / Login :
If you wish to apply for new or transfer licence and do not have the user account, please provide your personal information and complete the registration process online to request for an e-Service Account. The particulars will be used as default values when filling a new electronic form.
If you are a licensee without user account and wish to submit an application in connection with your existing licence, you can apply this account online. After verification of profile information, the account information (i.e. user name and password) will be delivered to you to the correspondence address by post.

3. Fill and Validate Form :
Fill the required particulars in the application form. The form data will be validated, by verifying that the mandatory fields are filled and meet the rules.

4. Upload Supporting Documents :
Attach the electronic file(s) to the application form. The electronic file should comply with the acceptable file formats.

5. Sign Form :
Click on the respective signature fields, and then use your digital certificate to sign the application form electronically. (In accordance with the Electronic Transaction Ordinance, it is a requirement to sign on the form with digital signatures where signatures of persons are required. Without digital certificates, you can still enjoy the online e-services to send the application first. Yet, you have to print the completed application form, sign on the relevant parts by respective persons and send the signed copy to the Licensing Offices)

6. Send Form :
** Press the “Submit” button to submit the application form. The digital signature will be verified to confirm the validity before accepting the application.
** (Note- It is recognised that applicants may not be ready to produce digital signatures but would like to enjoy the convenience of electronic services. The system allows applicants to prepare the applications without digital signatures and send the applications to the Licensing Offices. However, to complete the application process, the applicants must print the completed application forms, sign on the relevant parts by respective persons and send the signed copies to the Licensing Offices within 30 calendar days. On receipt of the duly signed form, the Licensing Office will then start to process the application.).
** If the duly signed form has not reached the Licensing Office within 30 calendar days from the date of sending your application, your application will not be further processed and you have to fill in the form again, send the form online and submit the duly signed form to the Licensing Offices later.

7. Receive Acknowledgement :
After ensuring that the application form has been duly completed and all required information is provided, you will receive an acknowledgement email.
