The new procedures on reporting a change of address are part of ICA’s effort to step up security checks against false reports of change of address by IC holders. With effect from 1st April 2008, an IC holder will be required to produce documentary evidence such as recent utility bills, telephone bills, etc as proof of his new address before it can be updated. If he is unable to furnish any documentary evidence, he may submit an online pre-notification to ICA on the new address. Upon receipt of this letter which serves as the evidence of his new address, the IC holder can call at ICA, NPCs/NPPs to effect the change of address on this physical IC.
If you are in possession of the following list of documentary evidence, you need not make this request. You can report to ICA, NPCs/NPPs directly with a copy of the documentary evidence & the original IC.

Q1: If I have the acceptable document listed (Click here for the list of acceptable documents to be submitted for reporting change of address) as proof, do I still need to request for a Pre-Notification Letter to be sent to my new address?
A: No. If you can produce the acceptable document which reflects your full name and your new address, you can proceed to report and confirm the change of your address at the Immigration & Checkpoints Authority (ICA) or at any Neighbourhood Police Post or Neighbourhood Police Centre with your NRIC.
If the documentary evidence of your new address is not available, an application will need to be submitted to ICA to enable us to mail a letter to your new address, which you can use as documentary evidence. This is a security measure to prevent errant NRIC holders from falsely reporting a change of address. The application can be submitted online (Click here). You can also submit the application at the IC Section, Citizen Services Centre, Level 3 of the ICA Building, or at any of the Neighbourhood Police Posts / Neighbourhood Police Centres.
Q2: I am required to report the change of my address within 28 days. If I submit my request for the Pre-Notification Letter within 28 days but only to confirm the change of address after 28 days, will I be liable for any offence?
A: Upon receipt of the Pre-notification letter, you are required to update your new address on your IC within 14 days.
Q3: Can I report a non-residential address, i.e. P.O. Box or a shophouse address?
A: No. You are required to report your residential address i.e. the address at which you are residing.
Q4: There are certain participating agencies which impose shorter periods of allowance for change of address. Should I adhere to the respective rules?
A: Yes. In the case of reporting through Pre-Notification, you will have to submit your request for the Pre-Notification Letter within the period allowed.
Q5: If I am residing overseas and reporting an overseas address, do I need to produce documentary evidence showing the overseas address?
A: If you are reporting an overseas address, you are exempted from submitting documentary evidence.
Q6: Can anyone request for the Pre-Notification Letter on my behalf?
A: You can authorize any NRIC holder, who will act as your informant, to request on your behalf. He/she has to present his/her NRIC for verification.
Q7: How do I receive the Pre-Notification letter and what do I do next?
A: After submitting request for Pre-Notification letter, you will receive the letter within 7 working days at your new address reported. You are to bring along the letter evidencing your new address and your NRIC, and call at the Immigration & Checkpoints Authority (ICA) or at any Neighbourhood Police Post or Police Station for official change of address within 2 weeks.
Q8: Can I authorize a proxy to confirm the change of my address?
A: Yes. You may also authorize a proxy who is an IC holder to effect the change of your address on your behalf. Your proxy is required to produce his/her NRIC together with your original NRIC.
Q9: By submitting request for the Pre-Notification Letter, is it considered that I have changed my address and the participating agencies will be informed of the change?
A: No. The change of your address will only be confirmed and the participating agencies informed of the change, only when you have submitted the Pre-Notification Letter received to the Immigration & Checkpoints Authority (ICA) or to any Neighbourhood Police Post or Neighbourhood Police Centre. Your NRIC will have to be updated to reflect the new address.
Q10: Is this new procedure necessary? It requires additional steps for applicants and more time is required to report a change of address.
A: The new procedure is part of the measure to tighten the control on NRIC holders who report the change of address on their NRICs. It is an improvement on security measure against any misuse, which might result in other NRIC holders falling victims of such act.
Q11: Do I really have to make 2 trips just to report change of my address?
A: You can submit your request for the Pre-Notification letter on-line at ICA website (Click here to request for a Pre-Notification Letter). Subsequently, you will receive the letter at your new address reported. With the letter, you will proceed to Immigration & Checkpoints Authority (ICA) or any Neighbourhood Police Post or Police Station for official change of address. In this way, you only need to make 1 trip to complete the process of reporting the change of your address.
Q12: Must I update my change of address?
A: Yes. You must report change of address no later than 28 days from the date of residence. If you fail to report a change of address within the stipulated time frame, you are guilty of an offence and shall be liable on conviction to a fine not exceeding S$5000 or imprisonment for a term not exceeding 5 years or both.
I will be living in the UK from late August until next July and my parents still own our present Singapore address. They will be moving overseas and renting it out. Must I report a change in address?
