URA Apply Minor Development Application
This service allows you to apply for planning permission to undertake minor development works e.g. demolition, earthworks or additions & alterations to buildings.

** This e-Service allows you to obtain permission to carry out :
(1) new/amended additions and alterations to landed houses;
(2) new/amended additions and alterations to free standing structures with Gross Floor Area (GFA) of less than 120 sqm (including Outdoor Refreshment Areas);
(3) demolition of existing buildings;
(4) earthworks (e.g. engineering, mining, other operations in/on/over/under land).
** This form will take about 15 to 30 minutes to complete.
** The decision notice will be sent to you within 4 weeks once your payment has been processed.

Apply for Outline Application
** An Outline Application is a broad proposal that allows you to test out a proposed land use, plot ratio or building height of a property before deciding if you want to proceed with a formal application.
You should only submit an Outline Application for additions and alterations or new erection of buildings to test your proposed development if you know that :
i. the proposed intensity or height is beyond approved control parameters;
ii. the proposed development does not conform with intended Master Plan land uses

Frequently Asked Questions
1. Why is there a need to control developments?
As the land use agency, URA conveys our planning intentions for the urban environment via the Master Plan.
In coming up with the plans, we seek to find a balance between facilitating developments and business uses, while minimising adverse impact on neighbouring properties and the community.
This is especially important for Singapore given our built density and limited land area. We regulate and control developments to ensure that they are carried out in accordance with the planning intentions as stipulated in the statutory Master Plan, which include land use, building height and plot ratio.
2. What is a “Development”?
Under the Planning Act (Cap 232), “Development” means the carrying out of any building, engineering, mining, earthworks, or other operations in, on, over, or under land, or the making of any material change in the use of any building, or land, and “develop” and “developing” shall be construed accordingly.
3. How long does it take for URA to process a development application?
You can expect a planning decision from URA within 20 working days. However, for more complex cases, more time may be required to evaluate the application and consult relevant agencies.
