eConsulate Apply for a Passport

The Islamic Republic of Afghanistan’s Passport Law was published in the Official Gazette No.1193, dated October 25, 2015, and is being fully enforced.

This law stipulates the issuance of a visa, specifications, types of visas, issuing authorities, and national identity while traveling abroad or returning to the country in order to facilitate their travel and residence.

According to this law, entry and exit through borders with passport or travel documents is the right of every Afghan Citizen.

The Ministry of Foreign Affairs of Afghanistan (MoFA) began issuing the new machine-readable (computerized) Diplomatic and Service Passports in 2011 (1390), and thereafter in September 2012 (1391), started the issuance of Ordinary Passport.

In 2012, MoFA started to issue passports through six zones around the world with the exception of Iran and Pakistan and successfully completed this process by the end of 2015. Therefore, after the end of 2017, the handwritten Afghan Passports are no longer deemed valid.

Diplomatic Passport

** According to Article Eight (8) of the Passport Law, Diplomatic Passport shall be issued to the following people :
** The President and Chief Executive Officer and their spouses
** Vice Presidents and Deputies of Chief Executive Officers and their spouses
** Speakers and members of both houses of the National Assembly

** Ministers
** Attorney General
** National Security Advisor
** Special representative of the President
** General Director of National Security
** Chairman of the Independent Directorate of Local Governance
** General Director of National Security

** Ambassadors and members of diplomatic and consular representations, military, cultural and Commercial Attachés of the Islamic Republic of Afghanistan and other attaches according to the relevant conventions and their spouses

** Ambassadors and members of Afghanistan’s Permanent Representations in the United Nations, international and regional organizations and their spouses; and

** Diplomatic Passports shall be issued during official visits based on the order of the President or acknowledgment of the Foreign Minister to deputies, Deputy of Attorney General, General Directors of the Independent Administrations and their deputies;

Chairmen and members of the Independent Commissions; Governors; Mayor of Kabul; officers with the rank of Lieutenant General or higher; government officials with senior ranking; directors and deputies of the divisions of the MoFA; administrative (technical and service staff of MoFA is exempted from this order).

Special Passport

** According to Article Nine (9) of the Passport Law, Special Passport shall be issued during unofficial visits to the following people and Special passport is valid for five years :
** Civil Servants having Second Grade Rank or above and officers with the rank of Brigadier General

** Children under the age of eighteen (18) and family members of senior government officials
** Retired Civil Servants having Second Grade Rank or above and retired officers with the rank of Brigadier General

** Governors
** Scholars, leaders of political parties, champions in different spheres based on the order of the President; and
** Chairman and members of the Provincial Council.

Service Passport

** According to Article Ten (10) of the Passport Law, Service Passport shall only be issued during official visits and according to Article Ten (10), the validity of Service Passport is for ten (10) years; and will be issued to the following people :
** Government employees and military officers
** Administrative and technical staff of cultural, commercial and military representations in abroad and their families

** Children of diplomatic staff and the Permanent Missions of Afghanistan to the United Nations and other regional and international organizations; and

** Patients, wounded soldiers of Afghan National Army, Police and National Directorate of Security (NDS) as well as other people who have been injured or disabled in defense of the country, who are in need of treatment in abroad

: The authority that issues special and service passports is the Directorate General of Consular Affairs of MoFA

Ordinary Passport

** According to Article Twelve (12) of the Passport Law, Ordinary Passport is issued in accordance with Afghan ID (Tazkera) for five (5) years to individuals who intend to travel outside of the country.

Ordinary Passport is issued by the Ministry of Interior Affairs within the country and in overseas by the Diplomatic and Consular Missions of Afghanistan based on special procedure.

The Ordinary Passport can be used to do business, work and pursue education, as well as for children and persons suffering from mental disorder, under the terms of Articles 15, 16, 17 and 18 of the Passport Law.

Required Documents for Issuance of Passport

As per Article (19) of the Passport Law, the required documents are as following :
** Administrative and technical staff of cultural, commercial and military representations in abroad and their families
** National ID Card (Tazkera)
** Application or letter from the relevant authority

** Four (4) passport size photo (4×4.5)
** Filling out the passport application form; and
** Receipt of the passport processing fee
