The Federal Income Support for Parents of Murdered or Missing Children (PMMC) grant is an income support grant available to applicants who have suffered a loss of income from taking time away from work to cope with the death or disappearance of their child or children, as a result of a probable Criminal Code offence.

Eligibility Criteria

To be eligible to receive the Federal Income Support for Parents of Murdered or Missing Children (PMMC) grant, you must meet both the applicant and incident eligibility criteria.

Applicant Eligibility Criteria

To be eligible for payment under the PMMC grant you must :
** be legally responsible for the child Footnote 1 or children involved in the incident;

** have recent labour force attachment Footnote 2 having earned at least $6,500 in the previous calendar year or in the 52 weeks immediately prior to the incident Footnote 3

** be on leave from all employment as a result of the incident, or if already on leave from employment at the time of the incident, be unable to return to work
** have a valid Social Insurance Number (SIN)

** have not been charged with committing a probable Criminal Code offence that led to the death or disappearance of the child; and
** not currently be receiving any type of Employment Insurance (EI) benefits or Québec Parental Insurance Plan (QPIP) benefits

Incident Eligibility Criteria

PMMC grant is payable if the incident meets the following criteria :
** the child must be deceased or missing as a result of a probable Criminal Code offence;
** the child must be under 18 at the time of the incident;
** the incident Footnote 3 must have occurred in Canada on or after January 1, 2013;

** in the case of a missing child, the child must have been missing for over one week; and
** in the case of a deceased child, it is not probable that the child was a willing party to the crime that led to his or her death

How To Apply

You can apply for the PMMC income support grant online by completing the PMMC Application Form or you can print, complete and submit a paper application to the address provided below.

Along with your application, you must also print, complete and submit the following documents :
PMMC Incident Report Form : This form must be completed and stamped by the law enforcement agency (LEA) where the incident was reported.

PMMC Employment Forms : This form must be completed and signed by each one of your recent employers that you are currently working for or have worked for in the 52 weeks before the incident occurred.

1. Who is considered legally responsible for a child
A person who, in law, is a parent including an adoptive parent of the child; has the custody of, or in Quebec, parental authority over the child, or is the guardian of or, in Quebec, the tutor to, the person of the child; and individuals with whom a child was placed for the purpose of adoption under the laws governing adoption in the province or territory in which the person resides.

2. Am I eligible for the Federal Income Support for Parents of Murdered or Missing Children grant if my child was 18 or older at the time of the incident
No. The incident must have occurred before the day of the child’s 18th birthday.

3. Am I eligible for the Federal Income Support for Parents of Murdered or Missing Children grant if my child was murdered or went missing prior to January 1, 2013
No. The grant is only available for incidents having occurred on or after January 1, 2013. The grant is not retroactive for incidents that occurred prior to January 1, 2013.

4. What if the incident did not occur in Canada
The incident must have occurred in Canada on or after January 1, 2013.

5. What is considered labour force attachment
In order to be eligible for the PMMC grant, applicants must prove that they meet minimum requirements for recent labour force attachment.

Labour force attachment is measured in earnings (from either employment or self-employment). Applicants must have $6,500 in earnings in either the 52 week period immediately preceding the incident or the calendar year immediately preceding the date of the incident.
