1. Licence to Import/Export/Transship Animals/Birds/Eggs/Biologics


Electronic Certificates, Licences and Permits System (eCLiPS)

An AVA licence from the Quarantine & Inspection Department (QID) is required if you intend to import/export/transship animals, birds or their products into/out from Singapore.

Export of veterinary biologics does not require a licence.

In the case of veterinary biologics, a licence is required for their import/transshipment.

2. Veterinary Biologics :

Export of veterinary biologics does not require a licence.

If you are submitting the supporting documents online, please get them ready in soft copy format. Alternatively, you may submit them offline (i.e. via fax, over the counter).
i) Apply for new Licence to Import/Export/Transship Animals/Birds/Eggs/Biologics now.

iii) Resume my Application for new Licence to Import/Export/Transship Animals/Birds/Eggs/Biologics now.
iv) Apply for Licence to Import/Export/Transship Animals/Birds/Eggs/Biologics by copying from an existing application now.
v) Apply for Amendment of Licence to Import/Export/Transship Animals/Birds/Eggs/Biologics now.
vi) Enquire on my Application’s Status now.
vii) Pay for my New Licence now.
viii) Download/Print my Licence now.

3. Important Note :

General :
1) Submit one application for each licence required. The licence is valid for 30 days from the date of issue. Please allow 2 working days to process your application. If the licence is required within 2 working days, an express service fee of an amount equivalent to the licence fee will be charged, in addition to the licence fee.
2) A letter of authorization from the importer/exporter is required if application is made on behalf of the importer/exporter.
3) Ensure that all imports are in compliance to the Agri-Food and Veterinary Authority (AVA) Veterinary Conditions for the importation of the respective animals/birds. Copies of the Veterinary Conditions are obtainable from the Quarantine & Inspection Department (QID), 5 Maxwell Road, #02-03, Tower Block MND Complex, Singapore 069110.
4) Application to import or export animals/birds as commercial consignments can only be made by AVA approved establishments.
5) Import/Export commercial consignments as manifest cargo if the mode of transport is AIR. Each consignment of animals/birds for import or export must be inspected by an AVA officer at the port of entry or exit. The licence holder must notify the AVA officer at the designated inspection station at least one working day prior to the arrival or departure of the consignment.
6) It is the responsibility of the company to ensure that all import and export requirements are met.
7) For CITES-listed animals/birds, CITES[1] permits are required for both import and export.

9) For inquiries, regarding inspection procedures or clearance of consignments at Changi Airport, please contact the Changi Animal and Plant Quarantine (CAPQ)
10) The AVA has the right to amend existing conditions and/or impose further conditions as and when it deems necessary.

4. Animals :

1) Confirm a quarantine space at the Sembawang Animal Quarantine Station (SAQS) for any dog or cat imported from countries other than Australia, New Zealand, United Kingdom and Republic of Ireland. This is necessary before any application for an import licence can be processed.
2) Microchip identification is required for all dogs and cats imported into Singapore. Imported dogs and cats found without microchips will be implanted with one by the Changi Animal and Plant Quarantine (CAPQ) officers at a rate of SGD83.
3) All imported dogs and cats must to be treated against internal and external parasites prior to their export to Singapore. The accompanying health certificate must bear certification to the effect that the dog/cat has been treated with approved parasiticides (state active ingredients) effective against internal parasites (nematodes and cestodes) and external parasites (ticks and fleas) at least 2 days and not more than 7 days prior to export. Otherwise, the dog/cat will be treated before their release from the port of entry at a cost of SGD10.50 for each treatment.
4) All dogs above three months of age must be licensed with AVA. With effect from 15 Nov 2010, newly licensed dogs belonging to breeds listed in the Second Schedule in the Rules are subjected to additional conditions. A maximum of ONE Scheduled dog can only be licensed per non-HDB premise and NO scheduled dog can be kept in HDB premises. A copy of the notes to owners regarding dog licensing can be downloaded here.

6) Advise the exporters to take into consideration the animal’s age and health status as well as the stress of traveling and the climate change before deciding to send the animal to Singapore. This is especially so if the animal is required to be quarantined.

5. Birds :

1) Import only domestic birds and eggs from AVA approved farms.

Vaccines/Animal Products :
1) Only holders of the AVA licence to possess veterinary biologics can import vaccines.
2) Only AVA registered veterinary vaccines can be imported or transshipped. Guidelines on the licensing/registration procedures can be found on the AVA website.ava.gov.sg.
3) Each consignment will be inspected by AVA officers at the ports before clearance, and samples taken for laboratory examination, where applicable.
