Non-Kuwaiti Driving License Replacement :

This service allows non-Kuwaiti applicants to replace their non-Kuwaiti driving licenses with Kuwaiti licenses, pursuant to the Traffic Law Articles and Provisions, Executive Regulation No. (76/67), and Amendments thereof

Eligibility or Criteria :
** The license to be replaced must be valid in the applicant’s home country
** Foreign applicants must translate the license information into Arabic. Then, the translation must be attested by the applicants’ embassies and the Ministry of Foreign Affairs to confirm the applicant’s information, pursuant to the Ministerial Decree No. (1729/2005)

Required Documents :
** Translation of the foreign license (Non-Arabic)
** Attestation of the non-Arabic license
** Two (2) personal photos (4 × 6 cm) with blue background
** Copy of the civil ID

Procedures :
** Visit the General Traffic Department in the governorate you refer to and submit the required documents.
** Fill the service application forms
** Pay the fees due

Fees :
** Variable fees : Test exemption fees 10 KD
** Variable fees : Annual issuance fees 2 KD
** Fixed Fees 0 KD

Vehicle Registrations :
1. The owner of the vehicle should attend or any of whom he represents him to request for a vehicle registration with filling in the proper form, enclosed with it identity proof documents, place of residence, and vehicle ownership. The registration will be issued after fulfilling all the conditions of the name of the real owner.

2. Enclosed with the registration application :
** A document proves the owner identity and his place of residence.
** A document proves the vehicle ownership.
** Proper form for the vehicle technical test application.
** Proper document for appointing the owner legal representative.
** An insurance document from the Vehicles Accidents.

3. The validity of new vehicles and motorcycles is (3) years, after the registration expired a new renewal registration application is required and should be done within (10) days after the expiry date, the registration is valid for only (1) year.

Export license plates :
1. If the vehicle is not registered by the General Traffic Department and has a license plate, it can be exported through customs directly.

2. If the vehicle had been registered by the traffic previously and had a license plate, it can be exported as follow :
** A valid insurance policy with minimum of (1) month.
** Vehicle technically inspected.
** Process fee paid.

** Vehicle must be cancelled from the traffic computer system.
** License plates must be returned to the relevant traffic department.
** Export license plates replaced.

The export license plates issued for the vehicle owner when exported outside the country and valid for up to (48) hours, afterward these export license plates are removed on the country exit. In case of delays, the license plates should be renewed with the payment of the fine fees.

If the vehicle is a brand new one, it is directly transfers from the importer to the customs because it is not registered and doesn’t have any license plates and has no file record at the General Traffic Department.
