Certificate of Good Conduct :

Starting a new job? Your employer might ask for a Certificate of Good Conduct, or a ‘Verklaring Omtrent het Gedrag’ (VOG). This is also called a Certificate of Good Behaviour.

What is it :
A Certificate of Good Conduct (VOG) is a declaration which states you do not have a criminal record which is relevant to your work. You may apply for a Certificate of Good Conduct online or in the municipality in which you are registered.

The certificate is issued by the Ministry of Security and Justice.

How does it work :
A Certificate of Good Conduct is compulsory for some professions, such as teachers, staff in day care and after school care facilities or host parents. If you will be working with confidential data, your employer might also request a Certificate of Good Conduct.

Requesting a VOG as a company :
Companies can apply for a Certificate of Good Conduct online through the website of Answers for Business via eHerkenning (eRecognition).

What are the conditions :
You are registered in The Hague’s Municipal Personal Records Database (BRP, formerly the GBA).
or
You moved abroad after October 1994 and The Hague was the last municipality in the Netherlands where you were registered.
or
You left the Netherlands to live abroad before October 1994.

What will I need :
** A valid proof of identity
** A completed application form
** if you have written authorisation : a valid proof of identity for both the applicant and the authorised person and a signed authorisation form in which you declare whom you have authorised to submit the application on your behalf.

What does it cost :
** An online application costs € 24.55 (2013).
** A written application via the municipality costs € 30.05 (2014).

How long does it take :
The Ministry of Security and Justice will send the certificate to your home address. This can take between 2 and 4 weeks.

Application Procedure :

How do I apply / What do I need to do :
You can apply for a Certificate of Good Conduct online. This is faster and cheaper than submitting a paper application via your municipality. The applicant and employer need to submit the online application together.
** The employer requests a Certificate of Good Conduct (VOG) for the employee through the website of the Dienst Justis. Employers can use eHerkenning (the successor to DigiD for companies) to log in. If your company does not yet have this identification code, you can request one through the website of eHerkenning.
** Once the employer has requested the application, the employee will receive an e-mail with a link to the subsequent procedure. Employees log in with DigiD and pay for the certificate through iDeal. In order to request the certificate, the employee needs a valid e-mail address, iDeal and a DigiD code. The employee also must be registered in the Municipal Personal Records Database (BRP, formerly the GBA).
** Once the application has been completed and payment has been made, the Centraal Orgaan Verklaring Omtrent Gedrag (COVOG) will decide if the employee will get the certificate. If so, the employee will receive the certificate within 4 weeks by post.

Written application via the municipality :
Your employer will usually provide you with an application form for a Certificate of Good Conduct. You can also download the form from the website of the Ministry of Security and Justice.
** You submit the completed form at the Department of Public Service counter at one of The Hague’s city district offices. You may also authorise someone else to go on your behalf (see ‘What will I need- ‘).
** The municipality will verify the completed information with the data in the BRP and forward the application to the Ministry of Security and Justice.
** The Ministry of Security and Justice will send the certificate to your home address, or to the address of the organisation requesting the certificate, within 2 to 4 weeks.
