Make An Appointment To Apply For First Time Driving Licence :
A driving licence allows you to drive a motor vehicle or ride a motorbike. Your driving licence is also an identity card. In many cases you can use it to identify yourself.

A driving licence is valid for a maximum of 10 years. Once you pass your driving test, you may apply for a driving licence.
Make an appointment :
** Make an online appointment to apply for your driving licence.
** Apply for your driving licence in person at a counter of the Department of Public Service.
** Collect your driving licence in person at the district office where you applied for it.

What to bring when applying for a driving licence:
** A passport photo. Strict rules apply to passport photos. For example, the photo has to be a good likeness, in colour and taken straight from the front. A list of all the requirements can be found in Passport photo requirements.
** A valid form of identification
** Are you a foreign student- Then you also need to provide proof of enrolment from your educational institute.
** Parents do not need to be present and a copy of a parent’s ID is also not required

Conditions :
** You are registered at an address in The Hague.
** You need to have been registered in the Municipal Personal Records Database (BRP, formerly the GBA) for at least 185 days.
CBR certificates :
Once you pass your practical exam, the Central Office for Motor Vehicle Driver Testing (CBR) will register 2 certificates under your name in the driving licence register :
** a certificate of driving proficiency
** a medical statement
The CBR usually registers these certificates on the first working day after you have passed your driving test, after which you can apply for your driving licence at the municipality.
Are you only applying for a category AM (moped) licence- Then you do not need a medical statement.
The medical statement is a form with questions about your health. You will need this form when you take your driving test. You can purchase this declaration at the CBR (see the website of the CBR) and often at your driving school.
Driving under the age of 18 :
From the age of 17 you may take your practical exam for the category B (car driving licence). If you pass, you may apply for your driving licence but until you are 18 you have to drive under the supervision of a coach. Citizenship Requirements :
To obtain a driving licence, you need to meet 1 of the following conditions :
** You are a citizen of one of the EU or EEA member countries or of Switzerland.
** You have a valid residence permit.
Driving licence fees:
** Application for a driving licence : € 38.45 (rate for 2014)
** Expedited application for a driving licence : € 38.45 + € 34.10 supplement = € 72.55
These fees must be paid upfront when you submit your application. You can only pay by bank card at the district offices; however, you can also pay cash, as well as by bank card, at the Centrum district office (City Hall).
How long does it take :
** 5 working days. The pick-up receipt will state the date from which you can collect your driving licence. Collect it within 3 months after applying for it. After that the document will no longer be valid and the municipality is obligated to annul it. You will then have to apply and pay for it again.
** Do you need your driving licence urgently- Then you may use the expedited procedure, in which case you will receive your licence after a maximum of 2 working days (if the application is submitted before 14.00 hrs.). This procedure is more expensive.
