Renew Driving Licence Without Fixed Domicile :
Do you have a Dutch driving licence but you are not registered with the Municipal Personal Records Database (BRP)- Then you may submit an application to renew your driving licence at the municipality in which you are currently residing.

Make an appointment :
** Make an online appointment to renew your driving licence.
** Go to a counter of the Department of Public Service in person to exchange your driving licence.
** The counter clerk will forward your application and foreign driving licence to the RDW.
** The RDW will review your application and send you a notification when the licence is ready to be collected.
** Pick up your driving licence in person at the district office where you applied for it. You must collect it within 3 months after applying for it. After that the document will no longer be valid and the municipality is obligated to annul it. You will then have to apply and pay for it again.

What to bring when renewing your driving licence :
** A valid form of identification and your old driving licence. Is your old driving licence still valid as well as clearly readable- Then you may use it as an ID as well.
** A passport photo. Strict rules apply to passport photos. For example, the photo has to be a good likeness, in colour and taken straight from the front. A list of all the requirements can be found in Passport photo requirements.
** A Certificate of Fitness, if applicable.
** Proof of deregistration from the Municipal Personal Records Database (BRP) from the municipality in which you were last registered.
** Has your old driving licence been lost or stolen- You will need to fill in a declaration of loss when applying for a new or replacement driving licence at the district office. You can read all about it under Apply for driving licence after loss or theft.
You can renew your driving licence :
** before the expiry date.
** after the expiry date.
Please note : You are not allowed to drive with an expired driving licence. If your licence has expired, you may only drive again once you have renewed your driving licence.
Conditions :
In the following situations you will need a Certificate of Fitness from the Central Office for Motor Vehicle Driver Testing (CBR, https://www.cbr.nl/nl.htm) :
** You are 75 years of age or older.
** You are to be issued a driving licence with a shorter validity period on medical grounds.
** You want to renew a driving licence in category C and/or D (possibly in combination with category E).
To apply for a Certificate of Fitness, you will need a Medical Statement.
Citizenship requirements :
To obtain a driving licence, you need to meet 1 of the following conditions :
** You are a citizen of one of the EU or EEA member countries or of Switzerland.
** You have a valid residence permit.
Driving licence fees :
** Application for a driving licence : € 38.45 (rate for 2014)
** Expedited application for a driving licence : € 38.45 + € 34.10 supplement = € 72.55
These fees must be paid upfront when you submit your application. You can only pay by bank card at the district offices; however, you can also pay cash, as well as by bank card, at the Centrum district office (City Hall).
How long does it take :
The Dutch Road Transport Directorate (RDW) will notify you when you can collect your driving licence at the municipality.
For the first time :
This procedure also applies if you are applying for a driving licence for the first time without a fixed domicile.
