Issuing Hajj Permits For Citizens:
The Civil Affairs Agency issues Hajj permits for Saudis every year pursuant to the following regulations:

Saudis inside Saudi Arabia:
Saudis, who have not performed Hajj within the past five years and intend to perform Hajj, must contact a local authorised Hajj establishment to obtain a Hajj Permit according to the relevant statutory regulations.
Saudis Abroad:
Saudis residing abroad, who have not performed Hajj within the past five years, and intend to perform Hajj, must contact a local Saudi authorised Hajj establishment to obtain a Hajj Permit according to the relevant statutory regulations.
Cancelling Hajj Permits:
Any citizen intends to cancel his Hajj after acquiring the Permit must contact the civil affairs before 9 Dhul-Hijjah and cancel the Hajj permit.
Note:
The Civil Affairs Agency appeals to citizens, who have already performed Hajj, to allow an opportunity for other Muslims.
Recording Incidents Related to Hajj:
To serve all pilgrims (local or coming from abroad) and facilitate their procedures, the Civil Affairs provides best services. The Civil Affairs has established five offices in Makkah and the holy places (al-Shuhada’a, al-Nur Hospital, al-Azizeya, al-Muaysim complex and Makkah) to register life events of all pilgrims round the clock.
