How to Register Philippine Identification System

The Philippine Identification System or PhilSys has three (3) registration steps:
Step 1 is the online registration for the collection of your demographic information and appointment setting;

Step 2 is the validation of your demographic data and capture of your biometric information such as fingerprint, iris scan, and front-facing image and;
Step 3 is the delivery of your PhilID to your delivery address.

STEP 1 : COLLECTION OF DEMOGRAPHIC INFORMATION AND SETTING OF APPOINTMENT
Log on to https://philsys.gov.ph/, fill out all required fields, and submit your application form.
Make sure to save a copy of your Application Reference Number or ARN and/or your QR code which shall be presented at the registration center.

STEP 2 : VALIDATION OF DEMOGRAPHIC INFORMATION AND CAPTURE OF BIOMETRIC INFORMATION
** Proceed to your designated registration center on the day of your appointment schedule and present your ARN and/or QR Code and bring original copy of your supporting documents.
** Ensure to bring any supporting documents for the validation of your demographic information (refer to the link below).

STEP 3 : ISSUANCE OF PHILSYS NUMBER (PSN) AND PHILID
Wait for the delivery of your PhilSys Number (PSN) and PhilID to your delivery address. Present your transaction slip or any valid IDs to the courier.

** Always wear your face mask and face shield, and observe social distancing in the registration area. Bring your own pen and alcohol or hand sanitizer.
** Wear proper clothing and avoid wearing shorts, sleeveless, etc. Step 2 registration includes the capture of your biometric information such as fingerprint, iris scan, and front-facing image.
** Do not lose your transaction slip.

Supporting Documents Philippine Identification System

PRIMARY SUPPORTING DOCUMENTS:
The registrant is encouraged to bring any of the following primary documents:
** PSA-issued Certificate of Live Birth and one (1) government-issued identification document which bears a full name, front-facing photograph, and signature or thumb mark;
** Philippine Passport or ePassport issued by the Department of Foreign Affairs (DFA);
** Unified Multi-purpose ldentification (UMID) Card issued by the Government Service lnsurance System (GSIS) or Social Security Systen (SSS); or
** Student’s License Permit or Non- Professional/Professional Driver’s License issued by the LTO.

(If there are discrepancies between the PSA-issued Certificate of Live Birth and the government-issued ID presented, the PSA-issued Certificate of Live Birth would be considered as a secondary supporting document)

SECONDARY SUPPORTING DOCUMENTS:
If the registrant does not have any of the above-mentioned documents, he/she may bring the following secondary documents:
** PSA-issued Certificate of Live Birth/National Statistics Office (NSO)-issued Certificate of Live Blrth with Birth Reference Number (BreN);
** Local Civil Registry Office (LCRO)-issued Certificate of Live Birth;
** PSA-issued Report of Birth;
** PSA-issued Certificate of Foundling;
** Integrated Bar of the Philippines (IBP) Identification Card;
** Professional Regulatory Commission (PRC) ID;
** Seaman’s Book (Seafarer’s Record Book);
** Overseas Workers Welfare Administration (OWWA) ID;
** Senior Citizen’s lD issued by the Office of Senior Citizens Affairs (OSCA) and/or LocalGovernment Units (LGU);
** Social Security System (SSS) lD;
** Pantawid Pamilyang Pilipino Program (4Ps) ID;
** License to Own or Possess Firearms (LTOPF);
** National Bureau of lnvestigation (NBl) Clearance;
** Police Clearance/ID;
** Solo Parent’s ID;
** Person with Disability (PWD) lD issued by the National Council of Disability Affairs (NCDA) or its regional counterpart, Office of the Mayor, Department of Social Welfare and Development (DSWD) Office and other participating organizations with a Memorandum of Agreement with the Department of Health (DOH);
** Voter’s lD issued by the Commission on Elections (COMELEC);
** Postal lD issued by the Philippine Postal Corporation (PhlPost);
** Taxpayer ldentification Number (TlN) Ld;
** PhilHealth ID;
** Special Resident Retiree’s Visa (SRRV) issued by the Philippine Retirement Authority (PRA);
** National ID from other countries;
** Residence ID from other countries;
** Professional ldentification Card issued by the Maritime lndustry Authority (MARINA);
** Eligibility Card issued by the Civil Service Commission;
** Dependent’s lD lssued by the Armed Forces of the Philippines (AFP) and Philippine National Police (PNP)

aa. Retiree’s lD issued by the PNP, AFP and Philippine Coast Guard (PCG);
bb. Conductor’s License issued by the LTO;
cc. Philippine Veterans Affairs Office (PVAO) Pensioner’s lD (Veteran or Dependent);
dd. Seafarer’s ldentity Document (Seaman’s lD);
ee. Tribal Certificate/lD issued by the Tribal Affairs Office under the Office of the Mayor (if applicable);
ff. Certificate of Confirmation issued by the National Commission on lndigenous Peoples (NCIP) or Certificate of lndigenous Cultural Communities (lCCs)/lndigenous Peoples (lPs) Membership (CIPM) issued by the Tribal Leader of ICC/IP; or
gg. Certificate of Tribal\membership issued by the National Commission on Muslim Filipinos (NCMF).

The following identification documents shall be accepted as secondary supporting documents provided that they have a front-facing photograph, signature/thumbmark, full name, permanent address, and date of birth.
** Employee ID
** School ID (for pre-school, elementary and signature/thumbmark of the lD owner is not required);
** City/Municipal ID
** Barangay Clearance/Certificate
** Barangay ID
** Voter’s Certification issued by the COMELEC;
** Prison Record; or
** Certificate of Detention
