Overseas Employment Certificate (OEC) :

The Overseas Employment Certificate (OEC) is a requirement under the rules and regulations of the Philippine Overseas Employment Administration (POEA) to help ensure that overseas Filipino workers (OFWs) are properly documented and protected.

Processing fee of OEC is SG$3.00 each, payable in cash only

The OEC, sometimes also called the “exit pass,” is required to be presented to international ports of exit in the Philippines as proof that the holder is a bona fide OFW. It is thus necessary when a Household Service Worker (HSW), or any OFW, goes back to the Philippines for home leave, if he/she intends to return back to the country of employment.

OEC holders are exempted from paying the travel tax and the airport terminal fee.

For OFWs in Singapore, there are two ways of applying for the OEC. The first is in the Philippines, and the second is in Singapore.

Applying in the Philippines:

Applying for the OEC in the Philippines has been made more convenient by POEA with the launch of an online appointment system on 5 November 2012. OFWs can get an appointment by accessing the POEA website at www.poea.gov.ph. Click here to access the Balik-Manggagawa OEC system, where you can choose the location to get the OEC.

To avoid long queues for the OEC application, the POEA has put up counters at the following:
(1) POEA main office in Ortigas Avenue, Mandaluyong City;
(2) Duty Free Philippines in Parañaque City;
(3) SM-Manila near Manila City Hall; and
(4) Trinoma Mall in Quezon City.

If you are staying in the Philippines for five (5) days or less, you can get the OEC at the Labor Assistance Counter of the airport terminal.

For OFWs staying in the provinces, you can walk-in at the POEA Regional Offices nearest your place without making an appointment. For a list of regional offices, click here.

Applying in Singapore:

As a second option, OECs may also be obtained at the Philippine Embassy in Singapore, using the same online appointment system, by clicking here. Please note that “walk-in application” of OEC (coming to the Embassy to apply for OEC without an appointment) has been discontinued by POLO.

What is a Balik-Manggagawa (BM) Online Processing System?
BM Online Processing System is a web-based facility that enables the Balik-Manggagawa (BM) or vacationing OFW to apply online for Overseas Employment Certificate (OEC) and have the approved OEC printed by him/her anywhere, anytime.

This aims to expedite the issuance of OEC to vacationing OFWs who will return to their respective foreign employers/principals. The opening page of the system contains an Instructional video that will guide the BM in using the facility.

I am returning to the same employer and jobsite and have previous OECs, how do I avail of the OEC Exemption?
Please make sure that you login using the bmonline account where you have acquired your previous OEC.

I am returning to the same employer and jobsite and have previous OECs but the System still re-directs me to Appointment page. What happened ?
** The system automatically redirects to Appointment Page BMs who may be in any of the following situations and therefore warrants personal processing at the POEA/POLO or any processing site:

** No POEA record / No record found/Discrepancy in any record
** Undocumented workers (i.e., Tourist to OFW, Dependent to OFW, Student to OFW, etc.)
** Change employer and/or jobsite
** Watchlisted worker and/or OFW with watchlisted employer
** OFW returning to restricted or non-compliant country
** Seabased to Landbased Worker

I recently got married, how do I change my surname in my account?
Please send your request for change of surname to oecpolosingapore@gmail.com and attach your new passport, copy of your marriage certificate and current IC.

I recently got hired by a new employer, how do I change the employer’s name in my account?
You have to login to your bmonline.ph account and set an appointment for OEC processing. When the system prompts if you are returning to same employer, click “NO”.

I am a holder of Multiple Travel Exit Clearance (MTEC) previously issued to me by POEA. What will happen to this?
MTECs and other OECs/e-receipts issued before under the MTEC system and are still valid and have not been used will still be honored as exit clearance and for all existing exemptions like travel tax, terminal fee and documentary stamp.
